AN ORDINANCE PROVIDING SIMPLIFIED PRO-
CEDURE FOR APPROVAL OF TRANSFERS AND /OR
REVISIONS WITHIN A DEPARTMENTAL BUDGET
AND FOR APPROVAL OF BUDGET REVISIONS FOR
EXPENDITURE OF FLOW -THRU FUNDS
WHEREAS, the County Council recognizes that it is a
fiscal impossibility for each department of county government to
anticipate every category of expense with exact certainty at the
time of preparation of its annual budget; and
WHEREAS, the law provides that every county official
is limited in making expenditures or incurring of liabilities to
the amount of detailed appropriation items or classes, as finally
fixed and adopted in detail in the annual county budget, except
Charter procedures which allow for emergency appropriations or
additional appropriations; and
WHEREAS, the County Charter limits expenditures in the
budget to estimated revenues, and requires that the budget be
divided into categories, projects and objects of expense; and
WHEREAS, the Charter neither prohibits nor restricts
transfers or revisions within departments; and
WHEREAS, it is necessary and appropriate that the County
Council establish and adopt procedures to facilitate transfers
and /or revisions within a department's budget; and

WHEREAS, it is appropriate that the Council adopt
simplified procedures to facilitate budget revisions for flow -
thru funds received from a federal or state agency;
NOW, THEREFORE, IT IS ORDAINED AS FOLLOWS:
Section 1. Transfers and /or revisions between categor-
ies within a county departmental budget, which do not change the
total of the department's budgeted expenditures, may be authorized
in writing by the County Executive; and authority to grant such
approval is hereby delegated by the County Council to the
Executive with the approval of the County Council for items over
$5,000.00.
Section 2. The County Council also delegates to the
County Executive its authority to approve in writing, budgets for
flow -thru funds received from a state or federal agency and approve
the corresponding expenditure of supplemental revenues for those
purposes for which the funds are received with the approval of the
County Council for items over $2,000.00.
Section 3. Transfers, revisions, budget changes and
flow -thru funds received and expended pursuant to the authority
delegated in this ordinance shall be reported and accounted for
by the County Executive in the next ensuing budget control report
submitted under Section 6.41 of the Whatcom County Charter.
