AN EMERGENCY ORDINANCE regarding a
supplemental budget request for the
Whatcom County Diversion Unit
WHEREAS, a contract *between Whatcom County and the Voluntary
Action Center provides for an integrated Youth Diversion Program
in Complidnce with Chapter 291, Laws of 1977, First Extra Session,
and Revised Code of Washington 13.40.080; and
WHEREAS, funds for the payment of services rendered under
this contract have been budgeted, allocated, and are available
thru the Washington State Department of Social and Health Services,
Contract No. 1554 -CGG- 19611; and,
WHEREAS, additional monies from the Washington State Depart-
ment of Social and Health Services have been authorized in the
amount of $4,370.00; and,
WHEREAS, a revised state budget has been written incorporati
these additional monies.
OW, THEREFORE BE IT RESOLVED that the Whatcom County Diver-
sion Unit Budget shall be amended to incorporate the additional
$4,370.00 under Washington State Department of Social and Health
Services Contract No. 1554 - CGG - 19611- (2), in accordance with
the Following accounts:

WHEREAS, the Information regarding this budget was sub-
mitted to the 'previous budget director in April for timely pro-
cessing and inadvertently was not processed.
WHEREAS, this information will now have to start the new
county proceeding taking 23 days to process.
WHEREAS, this 23 day cycle will not allow for these
additional funds to be allocated for the program until after the
June 5 voucher deadline.
WHEREAS, this delay will cause these funds to be denied
from the program because unless these funds are vouchered for
on the 5th of June they will be unattainable from the State
because the State will end their fiscal year June 30.
WHEREAS, as these funds were vouchered for payrolls on
the May voucher and we were asked to remove them, we are
currently 1 1/'2 months behind on salary payment and furniture
rental.

WHEREAS, the person whose salary is being influenced by
this delay will leave the program if payroll is not made avail-
able immediately.
WHEREAS, the loss of this staff position will cause an
immediate and serious slow down of juveniles processed through
the Diversion Program.
NOW, THEREFORE the County Council finds as a fact and
declares that an emergency does in fact exist and that this
ordinance is necessary for the immediate preservation of public
peace, health or safety or for the support of county govern-
ment and its existing public institutions, and a draft for the
amount of $4,370.00 will be made available to the program for
immediate bills and the rest of the monies shall be included in
the current budget, available for the June 5, voucher.
