AN ORDINANCE IN THE MATTER OF THE ADOPTION OF TIIE FINAL
BUDGET FOR THE YEAR 1981
WHEREAS, pursuant to and .in conformity with the provisions
of Home Rule Charter.Section 6.10 relating to the County
Budget system, th6;111hatcom County Executive did complete
and place on .file a preliminary budget for Whatcom County
for the fiscal: year. of 1981;, and,
WHEREAS, following the'<completion of the preliminary budget,
a Notice was.publishedl,once each week for two,consecutive
weeks in the, official newspaper of said County; which Notice
stated that the.�County;Council would meet on October 27,
1980, ,at 7:00 p.m for th'e'''purpose of considering the pre
liminary budget p.resented'bv the County Executive, and ul-
timately fixing the final budget and making tax levies and
that any taxpayer might appear and he heard for or against
any part of said budget; and,
WHEREAS, six work sessions were held between the dates of
October 14, 1980,'and October 22, 1980, and at that time,
the County Council analyzed the amounts set forth in the Budge
in reference to deciding whether the amounts were proper
and necessary amounts.to be used by the various departments
of Vlhatcom.,County for,`the year 1981; and
WHEREAS, twelve: me etings�of the Finance Committee were held
between the dates of „October 24, 1980 and'November 15, 1980
to analyze the amounts set`' forth for each department in _the
Budget and to make recommendations for changes; and
WHEREAS, further Notice was published once:each, week for
two consecutive' weelcs� ri the official newspaper of the
County, which Notice stated that the Count', would
meet on November ..19 , , 1980 ;.at, 7:30 p . m for the, purpose of
further Publici�Iearng.on the`preliminary' budget as presented
by the County Executive` and -a he recommended 'changes from
the Council Finance', ommittee;

NOW,, THEREFORE, BE. I_T ORDAINED. AS FOLLOWS;- -
SECTION 1: The amounts hereinafter set forth in Exhibit
"A” attached and.incorporated by reference herein are hereby
adopted as the Whatcofn County Budget for the year'1981 for the
various departments..
SECTION 2: Subsequent to the settlement of the Union Con-
tracts for the year 1981, a minimum of $275,000 must remain in
the 301 Anticipated Reserve Balance account .'to'.be"available "for
