ORDINANCE NO.80-54
AN ORDINANCE ESTABLISHING POLICY AND
REGULATIONS GOVERNING THE ADMINISTRA-
TION OF COUNTY- OWNED PARKING AREAS
WHEREAS, it is in the best interests of Whatcom County and the
efficient performance of county governmental services to provide
safe, secure, and readily accessible vehicle parking for employee
and county -owned vehicles; to.insure the availability of such
parking space to county employees whose duties require use of a
vehicle during business hours; to provide, when necessary, for
reserved parking for official visitors; to provide officially
assigned parking spaces protected against usurpation or encroach-
ment by unofficial users;
NOW, THEREFORE, BE IT ORDAINED AS FOLLOWS:
SECTION l: POLICY
All designated county parking lots /areas are declared to be
private parking lots /areas subject to county administration,
control, regulation, and enforcement.
SECTION 2: PURPOSE
The purpose of this policy is to provide and insure official
adequate, secure and available vehicle parking required for
the expeditious conduct of county business.
SECTION 3: ADMINISTRATION
All designated county private parking lots /areas shall be
administered under the County Executive.
SECTION 4: CONTROL AND REGULATION
1. County private parking lots /areas shall be clearly
signed and /or posted as county reserved or restricted parking
areas.
2. Parking spaces within county parking lots /areas shall be
subject to allocation according to need as established under
the County Executive's administration.
3. Assignment of individual parking spaces shall be discre-
tionary under the County Executive's administration.
4. A parking space shall be for the sole official use of
the employee or department as assigned, subject to temporary
reassignment for official use under the County Executive's
administration.
(SECTION 5: ENFORCEMENT
1. In order to maintain the private integrity of county
parking lots /areas, authority is hereby established for the
use of commercial tow -away service for the removal of
unauthorized vehicles occupying county designated parking
space.

2. Tow -away service will be utilized under the direction of
the County Executive and /or his designee.
3. Any tow -away service charges incurred under this section
shall be at the towed -away vehicle owner's expense.
4. The county shall not be liable for any damages which
might result from use of commercial tow -away service.
