AN ORDINANCE AMENDING ORDINANCE NO. 79 -31
CONCERNING INITIATIVES, MINI - INITIATIVES,
REFERENDA AND RECALLS.
BE IT ORDAINED BY THE COUNC:I.L OF WHATCOM COUNTY:
Section l: Ordinance No. 79 --31, Section 1 is hereby
amended to read as follows:
This Ordinance recognizes rights reserved to the
people of Whatcom County to propose certain measures at their
option and to enact or reject them at the polls, independent of
the County Council and to propose' "Mini- Initiatives" direct to
the County Council. In addition, it is recognized that the
people of Whatcom County have ceratin rights reserved to discharge
a public official.
Section 2: Ordinance No. 79 -31, Section 2 is here-
by amended as follows:
Proceduresto propose: and enact or amend an Ordinance
by ini..t:iative, mini- initiative or referendum.
The following procedures shall govern the processing
of a proposed initiative,' mini - initiative or referendum.
Section 3: Ordinances No. 79 -31, Section 2.2 is
hereby amended as f_ollokasi:
Any legal voter, or organization of ',legal voters of
Whatcom County may prep re and file an initiative, mini- initi''ative
or referendum measure with the County Auditor, who within five (5)
days excluding Saturday,''Suhday and holidays; shall confer with

the petitioner to review the proposed measure as to form and
style.
Section 4: Ordinance Pao. 79 -31, Section 2.3
entitled Form - Petition is hereby amended to read as follows:
Each petition exeep -a- mini- ir�iiai�*e- geiier�, at
the time of circulating, signing and registering shall consist of
not more than five- 45 }- 919ee4!s one (1) sheet of numbered lines and
not more than twenty (20) signatures on each sheet with the
prescribed title, except the mini. - initiative which does not re-
quire a ballot title, and form of pei.tti.on on. each sheet and a
full, true and correct copy of the proposed measure referred to
therein printed.
The Auditor shall give the proposed initiative or
referendum, except a mini - initiative, a number which shall there -

the Prosecuting Attorney.
Section 5: Ordinance No. 79 -31, Section 3.1 entitled
Mini- Initiative - Petition signatures - Number required.
Proponents of the mini-- .initiatiye,shall have ten
(10) days to file all signatures from the date of the initial
filing of signatures with the County Auditor. The Auditor will
not begin verifying and counting signatures until the fina•1 day for
filing. The Auditor shall verify the sufficiency of the signa-
tures within sixty (60) days, j

Initiative Petitions must bear the signatures of
qualified voters equal in number to not less than three per cent
(3 %) of the number of votes cast in the County in the last
gubernatorial election.
Section 6: Ordinance No. '79 -31, Section 3.2 entitled
Mini- Initiative - Public Hearing Requirement is hereby amended as
follows:
Upon verifying the sufficiency of the signatures, the
Auditor shall transmit the initiative petitions and proposed
measure to the Council which shall introduce the mini- initiative at
the next regular County Council meeting. The Council shall, in
all instances, hold a public hearing on the proposed ordinance
and enact or reject the ordinance within sixty (60) days of its
