WHEREAS, the Whatcom County Council has adopted a Comprehensive Land Use plan for the geographic area known as the Lake Whatcom Subarea; and, WHEREAS, the Environmental Policy of said plan, Section 1.12, directs the County to create a watershed advisory committee for the purpose of determining issues and recommending public polici4 concerning water quality and quantity affecting the Lake Whatcom Naterahed; NOW, THEREFORE, BE IT ORDAINED 4Y THE WHATCOM COUNTY COUNCIL AS FOLLOWS: Section 1 • In accordance with the provision$ of the Comprehensive Nand Use Plan for the Lake Whatcom Subarea there is hereby establish( 3 committee to be known as the Lake Whatcom Watershed Advisory �ommittee. Section 2 The Committee shall address issues that include, but is re not limited to, the effectiveness of current and future stoxmwat r rainage techniques, the water - related impacts of chemical use withi he watershed, coordination of capital improvement programp, the 26 assessment of potential alternative water supply sources, and such 27 other issues deemed appropriate for the management of the watershed. 20 Section 3 29 The Committee shall be advisory to the County Council 30 land other agencies of the County charged with policy making in regar 31 o the Lake Whatcom Watershed. 32 - 1. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 151 16 17 18 19 20 X21 22 I' 23 24 25 26 27 28 29 30 31 32 Section 4 Membership on the Coiruy,ittee shall consist of the following (a) Government members: The Bellingham- Whatcom County Public Health District, Whatcom County Water District No. 10, the (City of Bellingham, the Department of Ecology, and the Washington State Department of Natural Resources shall each appoint one member. W Whatcom County shall appoint one member to be selected by the County Executive. - (b) The County Council. shall appoint one member from each of the following areas: North Shore, Geneva, Sudden Valley, South Bay and Fourth Ward neighborhoods; a representative from the private forest products industry; and a representative from the Middle Fork - Nooksack River drainage basin.
