HomeMy WebLinkAboutord1982-0931 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 Substitute Ordinance by Finance Committee 11/26/82 DATE: November 29, 1982 28 29 30 / 31 / 32 / INTRODUCED BY Van Zanten PROPOSED BY Finance Committee ORDINANCE NO. 82 -93 AN ORDINANCE IN THE MATTER OF THE ADOPTION OF THE FINAL BUDGET OF WHATCOM COUNTY FOR THE YEAR 1983 WHEREAS, pursuant to and in conformity with the provisions of Home Rule Charter Section 6.10 relating to the County Budget system, the Whatcom County Executive did complete and place on file a Preliminary Budget for Whatcom County for the fiscal year of 1983, and WHEREAS, following the completion of the Preliminary Budget, a Notice was published once each week for two consecutive weeks in the official newspaper of said County, which Notice stated that the County Council would meet on October 26, 1982, at 7:30 p.m. for the purpose of considering the Preliminary Budget presented by the County Executive, and ultimately fixing the final budget and making tax levies, and that any taxpayer might appear and be heard for or against any part of said budget, and WHEREAS, five (5) meetings of the Finance Committee were held between the dates of October 12, 1982 and October 26, 1982, to analyze the amounts set forth for each department in the Budge and to make recommendations for changes, and WHEREAS, eleven (11) work sessions of the Finance Committee were held between the dates of November 1, 1982 and November 27, 1982, and at that time the County Council analyzed the amounts set forth in the Budget in reference to deciding whether the amounts were proper and necessary amounts to be used by the various departments of Whatcom County for the year 1983, and WHEREAS, further Notice was published once each week for two consecutive weeks in the official newspaper of the County, which Notice stated that the County Council would meet on November 23, 1982, at 7:30 p.m. for the purpose of further Public Hearing on the Preliminary Budget as presented by the County Executive and the recommended changes from the Council Finance Committee: NOW, THEREFORE, BE IT ORDAINED, Section I. Adoption of Budget The amounts hereinafter set forth in Exhibit "A" attached and incorporated by reference herein are hereby adopted as the Whatcom County Budget for the year 1983. ORDINANCE - 1. I Section I`T. Budget Provisions 2 (a) Within the Sheriff's Department, the equivalent of 3 at least three - fourths (3/4) of a full -time Deputy 4 Sheriff shall be devoted to the implementation of a 5 crime prevention program. 6 (b) The monies appropriated from the Federal Shared 7 Revenue Fund to Whatcom Counseling and Psychiatric 8 Clinic, Lake Whatcom Residential and Treatment Center, 9 Catholic Community Services Northwest, Sun Community 10 and W,h.atcom County Criss ,s: s:gryices Servicesyshall only be used to provide mental health 11 services for crises intervention and for the accutely 12 mentally ill (as defined by R.C.W. 71.05) and the 13 chronically mentally ill (as defined by ESSB 4786). 14 Further, the allotment of these monies to the above 15 named organizations shall not go toward increases in 16 the proportions of their total budgets that are devoted 17 to administrative expenses. 18 (.c) None of the monies appropriated herein shall be used 19 for travel, lodging, or registration expenses for 20 seminars, workshops, conventions, association meetings, 21 or out of County trips, except as is required by law 22 for mandated training or professional accredidation, or 23 as may be required and approved in advance by the County 24 Executive (for administrative employees) or the Chair - 25 person of the County Council or by the Finance 26 Committee (for legislative employees). 27 (d) The expenditure for Horticultural Inspector (BARS 28 No. 571- 25- 00 -00) is authorized only so long as at 29 least one full -time inspector is assigned to Whatcom 30 County by the Washington State Department of Agriculture. 31 (e) The monies appropriated in BARS No. 516 -10 -31 for 32 professional services for labor contract negotiations ORDINANCE - 2. 11 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 may be expended only after issuance of a request for proposals (.RFP) for the performance of this work, and the consequent selection of a negotiator or firm. Monies for architectural, professional, and engineering services shall be expended only in compliance with Chapter 39.80RC (f) The monies appropriated herein in all funds may be expended only in accordance with the BARS line item allocations, except as may be otherwise authorized by ordinance or by the County Executive pursuant to his /her authority to make line item transfers in Whatcom County Code Chapter 3.04. (g) To the extent they are available, motor pool cars shall be utilized for County travel purposes by employees stationed in the central County complex before privately - owned vehicles are used on a reimbursement basis. (h) All construction work authorized herein for which the estimated cost is over $25,000 shall be bid out to private contractors, pursuant to the bid procedures contained in Whatcom County Code Chapter 3.08 and applicable State Laws, except as the Council may specifically authorize by exception. (.i) The Hearing Examiner's office shall provide research and analysis services to the Council, in addition to the other duties of the office delineated in Title 20 of the Whatcom County Code. Of any revenues that may be received from Seattle City Light during fiscal year 1983, the first $200,000 shall be credited to the County Road Fund, unless otherwise directed by ordinance. (k) Any budgeted personnel position which becomes vacant for any reason shall only be re- filled upon written authorization of the County Executive and determination ORDINANCE - 3. I by him that the position is essential to the operation 2 of County Government and a report thereof is made to 3 and received by the County Council 14 days prior to the 4 refilling of the vacancy. 5 1. The County Executive is requested to draft a policy 6 Resolution governing the movement from Steps 4 through 7 Step 7 of the Salary Plan for those exempts in Ranges 8 20 and 28. That the resolution provide that Step 9 movement for those Ranges and Steps occur every two 10 years instead of annually; and that said resolution be 11 presented to the Council on the first meeting in 12 January 1983 in order that it be enacted early in the 13 year, giving those affected prior notice. 14 PASSED this 29th day of November, 1982. 15 WHATCOM COUNTY COUNCIL WHATCOM COUNTY, WASHINGTON 16 17 18 William P.
