ORDINANCE NO. 83 -20
AN ORDINANCE AMENDING ORDINANCE NO. 82 -68 IMPOSING
A SALES AND USE TAX PURSUANT TO R.C.W. 82.14.030(2)
WHEREAS, Whatcom County has imposed a sales and use tax pursuant
to the provision of R.C.W. 82.14:03(2); and
WHEREAS, the Whatcom County Charter (Sec. 2.20.(a)) empowers the
County Council "to levy taxes, appropriate revenue and adopt
budgets for the county," and
WHEREAS, it is the duty of the Whatcom County Council to deter.-
mine the required level of services to be provided for the citi-
zens of Whatcom County and to raise necessary revenues to provide
those services, and
WHEREAS, the concept of "Sunset Laws" has become widely accepted
as a means.of providing legislative review of laws (and ordinances;
that affect citizens and taxpayers in this state; and
WHEREAS, the estimated revenue projections for Whatcom County
have varied widely in accuracy, and
WHEREAS, a Sunset provision on this ordinance will allow for an
annual evaluation of the level of taxation that is appropriate
to support necessary county services and programs in conjunction
with the County annual budget adoption process,
NOW, THEREFORE, BE IT ORDAINED BY THE WHATCOM COUNTY COUNCIL,
that Ordinance No. 82 -68 is hereby amended as follows:

This ordinance shall expire on December 31, of each year, unless)
the Council shall by separate resolution adopted during the month
of November each year, find that continuation of this ordinance
and the tax levied hereunder is essential for the operation of
necessary County governmental services.
