AN ORDINANCE AMENDING ORDINANCE NO. 82 -93
IN THE MATTER OF THE ADOPTION OF THE FINAL
BUDGET OF WHATCOM COUNTY FOR THE YEAR 1983
WHEREAS, the Ordinance adopting the Final Budget of Whatcom
County for 1983 was passed on November 29, 1982, and
WHEREAS, said ordinance contained certain provisions setting
policy direction for implementation of the budget during the
year 1983, and
WHEREAS, Provision (k) creates some potential problems for
the County Executive to effectively administer certain areas
of county service.
NOW, THEREFORE, BE IT ORDAINED that Ordinance No. 82 -93 be
amended as follows:

(k) Any budgeted personnel positions, other than those
of a part -time, temporary or seasonal nature, which
become vacant for any reason shall only be re- filled
upon written authorization of the County Executive
and determination by him that the positions are
essential to the operation of County Government and
a report thereof is made to and received by the
County Council 14 days prior to the refilling of the
vacancies, provided that positions determined to be
immediately necessary to the operation of essential
services may be filled prior to the report being
filed with the Council.
(1) Severability. If any provision of this Ordinance,
or its application to any person or circumstance is
held invalid, the remainder : of - the ordinance, or its
application of the provision to other persons or
circumstances is not affected.
