ORDINANCE NO. 84 -109
AN ORDINANCE REQUIRING
COUNCIL APPROVAL OF
COUNTY GRANT APPLICATIONS
WHEREAS, Whatcom County applies for and receives grant monies from the
Federal and State governments; and
WHEREAS, these grants typically require direct and /or indirect match or cost
sharing; and
WHEREAS, the County Council ultimately must approve an appropriation for the
County share; and
WHEREAS, once established, programs are difficult to terminate because of
interested constituencies and additional personnel; and
WHEREAS, the Council must direct overall County priorities and grants can
skew these priorities by virtue of their availability:
NOW THEREFORE IT IS ORDAINED, that copies of all Federal and /or State grant
applications that propose County direct or indirect cost sharing in an amount
exceeding $5,000.00 or provide for additional personnel, must be sent to
Council at the time it is submitted to the funding agency and must be approved
by the Council before the grant may be accepted;
IT IS FURTHER ORDAINED that any direct pass through grants that ultimately
fund contractual service vendors are exempt from this ordinance, provided that
the County's administrative costs are funded; and
IT IS FINALLY ORDAINED that the requirements of this ordinance shall not apply
to emergencies-declared by the County Executive.
