HomeMy WebLinkAboutord1984-1051 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 DATE: November 15, 1984 INTRODUCED BY: Consent PROPOSED BY: Planning and Planning ORDINANCE NO. 84 -105 Committee AN ORDINANCE AMENDING THE LAKE WHATCOM SUBAREA COMPREHENSIVE PLAN AFFECTING CHEMICAL USE IN THE LAKE WHATCOM WATERSHED WHEREAS, Ordinance No. 82 -108 was passed by the Whatcom County Council in December of 1982 officially creating the Lake Whatcom Watershed Advisory Committee; and, WHEREAS, Section 2 of said ordinance specifically charges the committee with addressing the issue of water - related impacts of chemical use in the watershed; and, WHEREAS, the Advisory Committee has investigated the issue pertaining to chemical use in the watershed and has derived a list of subsequent findings among which includes a finding that although direct control is not presently required a basic public policy is necessary to present the County's position on chemical use in the watershed; and, WHEREAS, the Lake Whatcom Subarea Comprehensive Plan polici are currently silent on the use of chemicals in the watershed; and, WHEREAS, pursuant to RCW 36.70.380 and .390 a public hearing before the Planning Commission has been legally advertised and further, the said hearing was conducted on October 18, 1984 with a quorum of members present; and, WHEREAS, the Planning Commission after conducting the hear- ing requests that an amendment be adopted to the Lake Whatcom Sub- area Comprehensive Plan which reads: It is the policy of Whatcom County to discourage the discharge of unlawful concentrations of known toxicants directly into surface and groundwaters of the Lake Whatcom Watershed in such a way that public health, soils, wildlife and aquatic habitat will be endangered; and, (ORDINANCE - 1. 1s 1 WHEREAS, the Whatcom County Council agrees with said 2 amendment; 3 NOW, THEREFORE, BE IT RESOLVED: 4 1. That the Lake Whatcom Subarea Comprehensive Plan shall 5 be amended as follows: 6 Environmental Policy 1.13 7 It is the policy of Whatcom County to discourage the discharge of unlawful 8 concentrations of known toxicants directly into surface and groundwaters 9 of the Lake Whatcom Watershed in such a way that public health, soils, wild - 10 life and aquatic habitat will be endangered. 11 12 PASSED this 13 14 15 16 17 ATTEST: 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 6th day of December , 1984.
