HomeMy WebLinkAboutord1984-078I INTRODUCED BY Cone t 2 PROPOSED BY Public Works Department 3 DATE April 50 1984 4 ORDINANCE NO. 84 -7$ 5 AN ORDINANCE RELATING TO AND REGULATING THE USE OF COUNTY -OWNED WATER SYSTEM AND PROVIDING 6 FOR THE SALE OF WATER., FIXING THE PRICE THEREOF, PROVIDING A METHOD OF COLLECTING CHARGES THEREFOR, 7 AND PROVIDING PENALTIES FOR VIOLATIONS. 8 WHEREAS, Whatcom County owns, operates and maintains an ade- 9 quate water system for governmental facilities; and 10 WHEREAS, Whatcom County presently supplies potable water to 11 certain facilities located within the vicinity of Northwest and Smith 12 roads including, North Bellingham Sc -hool facility, Whatcom Community 13 College facility, Whatcom County Rural Library District facility, Whatcom 14 County nursing home (Nor -Bell) facility, Whatcom County Public Works 15 facilities, North Bellingham Grange facility, and North Bellingham Full 16 Gospel Fellowship Church. 17 WHEREAS, the County Council has determined that the facilities 18 presently receiving water from the County water well system shall share 19 in the cost of repairs, maintenance and replacement of the equipment and 20 system; 21, NOW, THEREFORE, THE WHATCOM COUNTY COUNCIL does hereby ordain: 22, SECTION 1. ESTABLISHING WATER RATES 23 The following water rates are hereby established for all faci- 24 lities presently connected to and receiving water from the County water 25 system: 26 WATER RATES (Based on Quarterly Billing) 27 $12.50 for the first 1000 cu. ft. 28 $1.00 /100 for the next 4,500 cu. ft. $301100 for the next 20,000 cu. ft. 29 $.55/100 for the next 35,000 cu. ft. $.45/100 for the balance 30 The Director of Public Works is authorized and instructed to 31 establish the appropriate water fund and to bill, receive and deposit, on 32 ORDINANCE - 1. I a quarterly basis, all revenues in the Water Fund. Said funds received 2 shall be utilized for repair, maintenance and improvements to the County 3 water system. 4 SECTION 2. 5 It is the intention of the..C.4unty to supply water to said users 6 only until such time that the long -term water needs of the area are met 7 by the City of Ferndale or a water association. Repair and replacement 8 of the existing system shall be limited accordingly. 9 The administration may negotiate an agreement with the existing 10 users to define necessary rules and regulations to govern the provision 11 of water. 12 If one or more users express to the County Executive a desire 13 to set up and participate in a private water association, or to take any 14, other step toward serving their own water needs independently of the 15 County, the County Executive is directed to assist and facilitate such an 16 effort in any way possible. 17 SECTION 3. 18 The Director shall notify all existing users of County -owned 19 water on or before September 30, 1984 of the water rates and the intent 20 to implement said rates commencing January 1, 1985. 21 SECTION 4.
