AN ORDINANCE AMENDING THE 1970 WHATCOM COUNTY
COMPREHENSIVE PLAN TEXT AND MAP FOR THE GEOGRAPHIC
AREA KNOWN AS THE URBAN FRINGE SUBAREA OF WHATCOM
COUNTY
8 WHEREAS, the Whatcom County Planning Agency is charged with
9 updating and revising the 1970 Whatcom County Comprehensive Plan
10 Text and Map and providing recommendations for legislative action
11 to the County; and,
12 WHEREAS, the Whatcom County Planning Agency has reviewed the
13 Urban Fringe Subarea of the Comprehensive Plan through development
14 of a Background Document that effectively inventoried and analyzed
15 land use, transportation, community facilities, utilities, and
16 environmental features of the subarea while determining important
17 land use related issues and developing a comprehensive citizen
18 participation process which has resulted in the formation of a
19 preliminary Comprehensive Plan;
20 WHEREAS, the Whatcom County Punning Commission has prepared
21 Findings, Reasons and a Motion recommending the adoption of the

proposed Urban Fringe Subarea Comprehensive Plan;
WHEREAS, the Whatcom County.Council has reviewed the Planning
Agency's Findings, Reasons and Motion, and as a result of such
review has recommended changes to the proposed Urban Fringe
Subarea Comprehensive Plan, pursuant to the provisions of RCW
36.70.430 and .440; and
WHEREAS, two additional public hearings were conducted in
August, 1983 and March, 1984 by the Whatcom County Council on said
recommended changeg;
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council
as follows:

Section 1. Comprehensive P1an'Text
The 1970 Whatcom County Comprehensive Plan Text for the geo-
graphic area known as the Urban Fringe Subarea is hereby amended in
its entirety to read as set forth in Exhibit "1" which is attached
hereto and incorporated herein by reference.
Section 2. Map
The 1970 Whatcom County Comprehensive Plan Map is hereby
amended in its entirety for the geographic area referred to as the
Urban Fringe Subarea, as set forth in Exhibit 112 ", which is attachec
hereto and incorporated herein by reference.
Section 3. Signature
The Chairperson of the Whatcom County Council is hereby author-
ized to affix his signature to the plan text document and map
indicating Council approval.
Section 4. Amendment
The Chairperson of the Council is directed to initiate consid-
eration of amendments to the Text (Exhibit 111 ") and Map (Exhibit
11211) as they apply to the R2A and RR2 zoning districts adjacent to
the I -5 frontage road, south of Slater Road and north of West
Bakerview Road.
Section 5. Validity
Adjudication of invalidity of any of the sections, clauses, or
provisions of this Ordinance shall not affect or impair the validity
of the Ordinance as a whole or any part thereof other than the part
so declared to be invalid.
