ORDINANCE NO. 84-15
AN ORDINANCE AMENDING ORDINANCE NO. 83 -98
(AN ORDINANCE IN THE MATTER OF THE ADOPTION
OF THE FINAL BUDGET OF WHATCOM COUNTY FOR
THE YEAR 1984 .), FOR THE PURPOSE OF
ALLOWING A WAIVER OF THE BID REQUIREMENTS
FOR.CERTAIN PROFESSIONAL SERVICE CONTRACTS.
WHEREAS, Ordinance No. 83 -98 requires all expenditures of
County agencies of $5,000.00 or more for professional consulting
services to be made upon a call for bids or proposals; and,
WHEREAS, under certain circumstances, a waiver of the bid
requirement may be in the public interest;
NOW, THEREFORE, BE IT ORDAINED that Section II (D) 1 of
Ordinance No. 83 -98 be and hereby is amended as follows:
(D) 1. All expenditures of County agencies
of $5,000 or more for professional
consulting services shall be made upon a
call for bids or proposals, with selections
being made upon consideration of
qualifications and costs, except in the case
of emergencies declared by the County
Executive, or the acquisition of such
services from other public entities, or when
the County Council, upon the recommendation
of the County Executive, finds that a waiver
of the bid requirement will be in the best
interests of Whatcom County. "Professional
consulting services" includes, but is not
limited to, services from lawyers,
architects, engineers, labor relations
consultants, accountants, physicians,
nurses, financial analysts, management
consultants, and computer specialists.
