ORDINANCE NO. 85-95
AN ORDINANCE AMENDING
ORDINANCE 84-6 TO ESTABLISH
A FOND FOR SELF INSURANCE
AND SELF ADMINISTRATION OF
EMPLOYEE BENEFITS
WHEREAS, the Whatcom County Council developed the self insurance fund for
industrial insurance; and,
WHEREAS, the County has administered this self insurance program in a cost
effective manner for several years; and,
WHEREAS, other employee fringe benefits lend themselves to self-administra-
tion and the self insurance concept; and,
WHEREAS, it is in the County's interest to administer its fringe benefits in
an accountable, cost effective program:
NOW, THEREFORE, BE IT ORDAINED, the Ordinance 84 -6 is hereby amended to
establish an employee benefits self insurance fund to be designated fund
number 144 - 000 -001.
BE IT FURTHER ORDAINED, the purpose of the fund shall be to hold monies
budgeted by the County for purposes of administering and financing any
employee fringe benefits that lend themselves to self administration and /or
self insurance.
BE IT FURTHER ORDAINED, the County Executive shall be the custodian of this
fund, and the Executive shall be empowered to draw monies from the fund as
required to satisfy the valid claims of County employees.
BE IT FURTHER ORDAINED, this fund shall accrue interest earnings unto itself
to provide proper financial management of the self insurance of employee
fringe benefits.
