HomeMy WebLinkAboutord1985-0931 2 Draft 3, 11/20/85 INTRODUCED BY: Consent Substitute Ordinance 3 PROPOSED BY: FINANCE COMMITTEE 4 DATE: November 7, 1985 5 ORDINANCE NO. 85 -93 6 AN ORDINANCE ESTABLISHING THE PHYSICAL PLANT AND 7 FACILITIES CAPITAL FUND 8 WHEREAS, the County Council finds that good management policy requires the anticipation of repairs and improve - 9 ments to the County's physical plant and facilities; and 10 WHEREAS, the financing of such repairs and improvements should be carefully planned for in advance, so as not to 11 leave an unfunded liability for future years ; and 12 WHEREAS, the Whatcom County Home Rule Charter specifically calls for the development of a capital improvement program, 13 NOW, THEREFORE, IT IS ORDAINED by the Whatcom County 14 Council as follows: 15 1. There is hereby established the "Physical Plant and 16 Facilities Capital fund (also referred to as the "Capital Fund "). 17 2. There is made a transfer of $ 300,000.00 18 in 1986 to the Capital Fund from the Current Expense Fund; and 19 3. After 1986, a transfer to the Capital Fund in an 20 amount equivalent to 2% of the annual external revenues of the Current Expense Fund (excluding carry- forward 21 balances and interfund transfers) shall be made each year and provided for in each annual County budget; and 22 4. The fund may be used only for expenditures for major 23 repairs, replacements and improvements to the County's physical plant and facilities, and planning the same, 24 as provided for in each annual budget; and 25 5. "Major repairs and improvements" shall be those individual projects and structures costing over $15,000 26 each unless the Council adopts a different definition; and 27 6. A regular capital facilities and planning process 28 shall be instituted under the leadership of the Director of Public Works. The process shall begin with 29 the development- of a comprehensive space and facilities plan, including an inventory of buildings and facili- ties owned by the County. The plan shall look ahead at least six (6) years as required by the Home Rule Charter, and shall be updated annually to coincide with 31 the budget cycle, so that each year's updated plan may be presented to the Council as the basis of a recom- 32 mendation for the following year's appropriations from this fund. Projects for major repair and maintenance which can be antici- pated to occur on a regular basis shall be identified and planned for accordingly. 7. The Council shall budget expenditures in this fund annually during the regular budget process. 8. Up to 508 of this fund each year may be committed as a source of repayment of bonded indebtedness for projects financed under the definitions of this ordinance. 9. For 1986 an appropriation for $25,000 for senior service center repairs and not to exceed $25,000 for a facilities plan shall be.made from this fund. ADOPTED this 25th day of __ November __ , 1985.
