NOW, THEREFORE, BF IT Op,nAIIIED by the 1 °hatcor" County Council: SECTION 1. The Whatcom Countv Solid. Vlaste Advisory Committee is hereby established to be comprised of a county -wide group of representatives of citizens, public interest Frowns, business, the T,,'aste management industry and local elected public officials to provide for coordination and information exchange between the vrouns about solid waste issues and to provide on- eoi.nf* Public input and advice to Whatcom Countv on solid waste ma.narement issues. PECTInrd 2. The Whatcom Countv Solid Taste Advisory Committe shall he composed of nine members. Three of the members shall he local elected public officials with n representative from the City of Bellingham, other cities in the County and Whatcom Countv. The remaining six members shall represent a ha.lance of interests listed in Section 1. GTCTION 3. The scone a.nd char, -P of the 19hatcom Countv Solid !Taste Advisory Committee shall be to: A. advise Whatcom Countv of all nsnecl,s of solW waste manafrement planning B. review no less frequently than once annually, the Whatcom County Comnrehensi ve Solid Waste T°anafrement Plan, and recommend anpropriate chanf=es, amendments, or modifica- tions thereof. C. assist 111hatcom County in the develonment of programs and policies concerning solid waste manar*emnnt D. review and comment on nronosed solid waste management rules, policies, or ordinances nrior to their a.dont.i.on. Sl ?CTInN 5. The County Executive may recommend annoi.ntments, with annointments bein,- made by County Council motion. The Execu- tive shall bra able to anpoint non - voting ex- officio members who shall serve at the Executive's discretion. SECTION 6. The term of office of any Committee member shall be limited to two (2) consecutive full germs. Reappointment shall be subject to confirmation by County Council motion. If during the term of office, a nublic official is defeated in a general election, or for any other reason loses his /her nol.iti.cal office, the nublic officer is no longer eligible to sit on the Committee a an elected official and the nosition shall immediate1v he vacated by that reason and refilled. SECTION 7. A vacancy shall be filled for the remainder of the term of the vacant nosition in the manner described in the initia.l annointment. ^ECTInN 8. Tour members shall initially serve a term ending December. 31, 1047 and the remaining five members shall serve a term ending. December 31, 1988 or until their successor is appointe and confirriod n.s provided in this ordinance. Thereafter, all terms shall be for three years. The Solid Waste Advi.sory Committee shall meet as required to carry out the purposes of the Committee. The Committe shall promulgate rules for the election of officers and the conduc of its business.
