Council WHEREAS, the Whatcom County Zoning Ordinances as pre- sently established allow for conditional uses within the rural areas; and, WHEREAS, the Planning Commission has found it necessary and appropriate to recommend an amendment to that Whatcom County Code Section to allow for additional uses which are ancillary to the conditional use; and, WHEREAS, the amendment would affect all areas of an un- incorporated Whatcom County zoned rural; and, WHEREAS, the Planning Commission filed its lawful notice: as well as held a public hearing concerning this proposed amend- ment; and, WHEREAS, the proposed amendment provides a greater range of uses associated with the conditional use to increase the allow- able maximum floor size area which would promote a more efficient use of land and reduce lengthy trips by residents and users of the surrounding rural area, thereby conveniencing the general public; and, WHEREAS, the size limitations would still contribute towards maintaining the rural distri,ct's intent of providing for low density land uses; and, WHEREAS, the Planning Commission has reviewed the matter extensively and has made a recommendation of adoption of the amend- ment; and, WHEREAS, the Whatcom County Council, after reviewing 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 the Planning Commission's Staff report, finds that the recommenda- Ition is appropriate; NOW, THEREFORE, IT IS HEREBY ORDAINED that Whatcom County Code Section 20.36.157(1) shall read: The gross commercial floor area, including sales and storage areas, shall not exceed 2,500 square feet except that the overall floor area may be increased to a maximum of 3,500 square feet where an ancillary use is approved by the Hearing Examiner. All ancillary uses shall not exceed 30% of the total floor area and must have similar type and level of impacts as generated by a neighborhood grocery store. Such ancillary uses may include but not be limited to post office, soda fountain, hardware sales or clothing sales. IT IS HEREBY FURTHER ORDAINED that a new section shall The included into Whatcom County Code Section 20.36 which shall dread as follows: Coin - operated laundry where de veloped in association with a neighborhood grocery store as provided in Whatcom County Code 20.36.157.
