HomeMy WebLinkAboutord1987-0831 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 yrendclo.ord INTRODUCED BY: Consent PROPOSED BY: County Ezecutive'3 DATE: November 19, 1987 ORDINANCE NO. 87 -83 AN ORDINANCE TO ESTABLISH CONTINUING APPROPRIATION AUTHORITY FOR YEAR -END CLOSE OUT OF CERTAIN ENCUMBRANCES WHEREAS, the Whatcom County Charter, section 6.89 provides for the lapse of appropriation authority at year -end for those unencumber- ed and unexpended appropriations; and, WHEREAS, Proviso I of Ordinance 86 -89 adopting the 1987 County budget, authorizes continuing appropriations for certain approved outstanding obligations; and, WHEREAS, it is critical to the efficiency of the year -end close out process to establish a permanent authorization for continuing appropriation procedures; NOW, THEREFORE, BE IT ORDAINED the Auditor's Office may close its books and allow no further county fund transactions on the pre- vious year, twenty days after the end of the fiscal year. Fol- lowing that deadline, any outstanding obligations for ongoing contracts and /or capital outlay projects of the County that have been encumbered and were planned to be completed before the end of the fiscal year, may be completed and warrants may be drawn on continuing appropriations in the following fiscal year if approved by the County Executive. Any County departments and /or agencies may request the Executive to authorize a continuing appropriation by January 25th and the Executive may authorize the same no later than 19 working days thereafter. A list of the approved continuing appropriations shall be transmitted to the County Auditor and the Auditor shall reserve from fund balance the continuing appropriations necessary to allow completion of the affected department or agency's ap- proved project(s) or contract(s). All unexpended continuing appropriation authority carried over from the previous fiscal year shall lapse by March 31st of the year following and the Auditor shall remove the unexpended continuing appropriation authority remaining. Any capital outlay projects or contracts financed under the continuing appropriation authority and remaining incomplete by that date will require supplemental appropriation authority approved by the County Council for the current fiscal year. A copy of the Executive - approved continuing appropriations shall be transmitted to the Council Finance Committee at its next regularly scheduled meeting thereafter.
