ORDINANCE NO. 87 -74
AN ORDINANCE TO ESTABLISH THE
WHATCOM COUNTY INFORMATION SERVICES FUND
AND REPEALING CHAPTER 2.10 OF THE WHATCOM COUNTY CODE
WHEREAS, Whatcom County Government departments and agencies have a
multitude of needs regarding the collection, storage and retrieval
of information and data with automated systems and computers; and,
WHEREAS, there are opportunities for efficiencies in information
and communications management by establishing an Information
Center with responsibility for automation; and,
WHEREAS, establishment of common data bases and communications
networks can produce better, more timely access to information for
all departments and the public;
NOW, THEREFORE, BE IT ORDAINED the Information Services Fund is
established as follows:
The Information Services Fund shall replace the Central Services
Fund as fund number 14600, a special revenue fund. This fund
shall be used to finance the acquisition and operation of the
County's mini and /or mainframe computers and communications
systems including but not limited to PBX's or other common
telephone equipment and any other operations of the Information
Center. The fund shall be placed under the County Executive's
direction and control.
BE IT FURTHER ORDAINED, the Information Center shall be
established as a service bureau under the supervision of the
County Executive with responsibility for ensuring continued
development and implementation of standardized, integrated,

automated information and communication systems to support County
departmental and agency operations. The center shall be
responsible for the review, evaluation and determination of the
cost effectiveness of any computer systems, computer micrographics
systems, and voice /data communications systems within Whatcom
County governmental departments and agencies. The Center shall
provide ongoing training, consulting and technical support to all
county departments in the above - mentioned functional areas.
There shall be established, a county computer steering committee
comprised of nine (9) members representing various user
departments appointed by the County Executive. This committee
shall develop and update as required, a five (5) year automation
plan and shall make recommendations regarding the information
center and automation priorities to the Executive. The
Information Center Manager shall be the chair of the committee.
All requests for computer related hardware and software purchases
and /or enhancements shall be presented to the Information Center
Manager for review and approval. All computer related consulting,
training, maintenance and service requests shall be made through
the Information Center Manager. The Computer Steering Committee
will review all requests relating to the County's mainframe and /or
minicomputer system and make recommendations to the Executive.
BE IT FURTHER ORDAINED, Chapter 2.10 of the Whatcom County Code is
hereby repealed and all assets of the Central Services Fund shall
be transferred to the Information Services Fund.
This Ordinance shall take effect on January 1, 1988.
