AN ORDINANCE OF THE COUNTY COUNCIL OF WHATCOM COUNTY,
WASHINGTON CONFIRMING THE 1987 -88 ASSESSMENT ROLL FOR
ROAD IMPROVEMENT DISTRICT NO. 8 AND CERTIFYING THE SAME
TO THE COUNTY TREASURER FOR COLLECTION,
WHEREAS, pursuant to Ordinance No. 87 -66 of the County
Council of Whatcom County, Washington, passed on November 5,
1987, the County Council created Road Improvement District No. 8
( "RID No. 8 "); and
WHEREAS, a public hearing on confirmation of the 1987 -88
annual assessment roll for RID No. 8 was held on November 5, 1987
at 7:00 p.m.; and
WHEREAS, notice of the public hearing on confirmation of the
1987 -88 annual assessment roll was duly published, and mailed to
each owner of property within RID No. 8 pursuant to the require-
ments of RCW § 36.88.090; and
WHEREAS, the Council gave due consideration to the 1987 -88
annual assessment roll for RID No. 8 and the revision to the
initial assessment roll filed by Board of Public Works and its
Consulting Engineer; and
WHEREAS, it is deemed necessary and advisable that the
1987 -88 annual assessment roll for RID No. 8 be approved and
confirmed;
NOW, THEREFORE, BE IT ORDAINED, BY THE COUNTY COUNCIL OF
WHATCOM COUNTY, WASHINGTON, as follows:
SECTION 1. The County Council, having made all revisions to
the roll it deems necessary, hereby finds and determines that the

1987 -88 annual assessment roll for RID No. 8 is just and equit-
able, and that no assessment against property within RID No. 8 is
greater than the special benefits to be derived from the improve-
ments. Accordingly, the 1987 -88 annual assessment roll, in the
total amount of $16,800, is hereby approved and confirmed, and
the assessment set forth therein are hereby levied against each
lot, tract and parcel of property described in said roll.
SECTION 2. The Clerk of the Council is hereby directed to
place inthe hands of the County Treasurer for collection the
1987 -88 assessment roll for RID No. 8, bearing such revisions as
the Council has made thereto. Upon such placement, the amount of
each assessment set forth therein, together with any interest
accrued or penalty imposed from time to time thereon, shall
become a lien against the property so assessed. Said lien shall
be paramount and superior to any other lien or encumbrance
whatsoever, theretofore or thereafter created, except a lien for
general taxes.
SECTION 3. Upon receipt of the 1987 -88 assessment roll for
RID No. 8, the County Treasurer is hereby directed to publish
notice at the times and in the manner required by RCW
§§ 36.88.270 and 35.49.010, stating that said roll is in his
hands for collection and that such assessments or any portion
thereof shall be paid at any time within sixty (60) days from the
date of the first publication of said notice without penalty,
interest or costs.
SECTION 4. The amount of any assessment, or any portion
thereof, against property in RID No. 8 not paid within the sixty
(60) day period from the date of the first publication of the
County Treasurer's notice shall thereupon become delinquent. All
delinquent installments shall be subject to a penalty equal to
ten percent (10 %) per annum of the amount of the installment,

61 including interest at a rate of 10 %, from the date of the delin-
62 quency until paid.
