OF E:STABLI.SH- ING A NEW FEE SCHEDULE FOR B III LDING PERMITS. WHEREAS, the B- iarea Division of Buildings and Code Administration collects fees for the issuance of building permits, and these fees are used for the administration and enforcement of the Building Code; and I?HEREAS, the revenue created by the present fee schedule has not kept pace with the cost of administration and enforcement at the present level of service; and WHEREAS, it is the desire of the Council to maintain the present level of service and to adjust the fee schedule to provide revenues sufficient to cover the associated costs; NOW, THEREFORE, THE WHATCOM COUNTY COUNCIL DOES ORDAIN: Ordinance Section 1. Section 15.04.100 of the Whatcom County Code is hereby amended to read as follows: 15.04.100 Subsection 304(b),_(c) and Table 3A amended -- Permit and plan review fees. Subsections 304(b), (c) and Table 3A of the Uniform Building Code, 1985 Edition, are hereby amended to read as follows: (b) Permit Fees. The fees for each permit shall be as set forth in Table No. 3A. The determination of value or valuation under any of the provisions of this code shall be made by the Building Official. The value to be used in computing the permit fees for building, demolishing, and renovation, shall be the total value of all construction work or destruction work for which the permit is issued which shall include, but not be limited to the value of the finished work, painting, roofing, electrical, plumbing, heating, air conditioning, elevators, fire extin- guishers, landscaping, parking facilities, parking lots and other pertinent equipment. When a plan or other data is required to be submitted by Subsection (b) of Section 302, or other sections of this ordinance, or other pertinent County ordinances or codes a plan review fee shall be paid by the applicant at the time of submitting plans and specifications for review, provided that the Building Official may authorize payment by the applicant of the plan review fee at a later date in accordance with written policy. The applicant shall be responsible for paying the plan review fees at the time the building permit is issued and in no case longer than 180 days from the date of application. Said plan review fee, if required by the Building Official, shall include structural plans, structural calculations, plumbing, mechanical, fire, regulations for barrier free facilities, heat loss calculations, demoli- tion, parking and landscaping. Said plan review fee shall be 65% of the building permit fee as shown in Table 3A. When plans are incomplete or changed so as to require additional plan review, an additional plan review fee shall be charged at the rate shown in Table 3A or other applicable ordinance or code. This cost shall include supervision, overhead, equipment, hourly wages and fringe benefits of the employees involved. Ordinance Section 2. The fee changes set forth in this ordinance shall become effective on the first day of AUGUST, 1987.
