ORDINANCE NO. 88 -85
REASSESSMENT OF PROPERTY WITHIN THE BOUNDARIES
OF WHATCOM COUNTY ROAD IMPROVEMENT DISTRICT NO. 8
(R.I.D. NO. 8)
WHEREAS, on November 5, 1987, the County Council of Whatcom County con-
firmed the 1987 -88 assessment roll, showing the schedule of apportionment of
cost of street lighting maintenance, landscaping maintenance, and storm deten-
tion facilities maintenance for R.I.D. No. 8 after a public hearing was duly
held as provided for in R.C.W. 36.88.090, and
WHEREAS, it has been determined that the total amount of assessment
collected on said rolls is not equal to the cost of said maintenance, and
WHEREAS, it is deemed advisable by the Whatcom County Council to set aside
said assessment as approved on November 5, 1987, and authorize the preparation
o a reassessment of property within the boundaries of said R.I.D. No. 8.
NOW, THEREFORE, BE IT ORDAINED by the County Council of Whatcom County,
Washington, as follows:
Section 1. The original assessment for Whatcom County Road Improvement
Districo. T_shall be, and is hereby set aside and a reassessment of all pro-
perty within said District is hereby ordered; such assessment shall be prepared
by the Whatcom County Engineer and assessment shall be made by the square foot
method per the previous assessment roll.
Section 2. The County Council hereby finds and determines that the 1988 -89
assessmen ro for R.I.D. No. 8 is just and equitable, and that no assessments
against property within R.I.D. No. 8 is greater than the special benefits to be
derived from the improvements. Accordingly, the 1988 -89 annual assessment roll,
in the total amount of $44,000.00, and the assessments set forth therein are
hereby levied against each lot, tract and parcel of property described in said
roll.
Section 3. November 17. at 7:00 p.m., in the
Whatcom oun y Council a ers in a our ouse, Bellingham, Washington, is
hereby fixed as the time and place for hearing upon the schedule of
reassessment.
Section 4. That notice of such hearing shall be published two times in
the newspaper of general circulation in the County, according to R.C.W.
36.88.090, and by mailing a notice at least fifteen days before the date fixed
for said hearing to each property owner whose name appears on said assessment
roll.
