ORDINANCE NO. 88-81
AN ORDINANCE IN THE MATTER OF AMENDING
ORDINANCE NO. 84 -78, SECTION 1, WHICH
IS RELATED TO ESTABLISHING WATER RATES
WHEREAS, Ordinance No. 84 -78, Section 1, establishes the water rates
for all facilities connected to and who receive water from the County -owned
water system; and
WHEREAS, the rates are based on a quarterly billing; and
WHEREAS, it is deemed necessary to change the billing date to coincide
with the City of Ferndale bi- monthly sewer billings;
NOW, THEREFORE, Section 1 is hereby amended as follows:
SECTION 1. ESTABLISHING WATER RATES
The following water rates are hereby established for all facilities
presently connected to and receiving water from the County water system:
WATER RATES
(Based on ^u°, p!y Bi- monthly Billing)
$12.50 for the first 1000 cu. ft.
$1.00 /100 for the next 4,500 cu. ft.
$.70/100 for the next 20,000 cu. ft.
$.55/100 for the next 35,000 cu. ft.
$.45/100 for the balance
The Director of Public Works is authorized and instructed to establish
the appropriate water fund and to bill, receive, and deposit, on a bi- monthly
basis, all revenues in the Water Fund. Said funds received shall be utilized
for repair, maintenance and improvements to the County water system.
BE IT FURTHER ORDAINED that unless specifically mentioned within this
ordinance, all other terms and conditions of Ordinance No. 84 -78 shall remain in
full force and effect.

CHANGE BILLING PERIOD FROM QUARTERLY TO BI- MONTHLY

In response to your two questions pertaining to the proposed change from
quarterly to bi- monthly billing for water from the County water system:
1. Our rates at this time are 20 per cent lower than Ferndale's water
rates. It is my understanding that Ferndale is anticipating a five
per cent increase in 1989. We do not feel that it would be advis-
able to tie Whatcom County's rates to Ferndale's in the ordinance,
because the original intent of the ordinance, as 1 see it, was to
provide funds for "the cost of repairs, maintenance, and replacement
of the (existing) equipment and system." Furthermore, Ordinance No.
84 -78 states: "It is the intention of the County to supply water to
said users only until such time that the long -term water needs of
the area are met by the City of Ferndale or a water association.
Repair and replacement of the existing system shall be limited
accordingly."
2. Changing the billing period from quarterly to bi- monthly but keeping
the minimum billing amount and water quantity the same does raise
the base rate paid over a period of a year. The present base rate
of $12.50 for the first 1,000 cubic feet collected quarterly is $50.00
per year; that same rate collected bi- monthly is $75.00 per year.
That is an annual increase of 50 per cent. That rate of increase is'.
applicable, however, only if the minimum of 1,000 cubic feet or less
is used. Sample calculations based on consumption by two different
consumers for a six month period reflected increases of only 2%
and 7% respectively when total consumption was included in the com-
parative calculations. The samples included a low volume user (2%
increase) as well as a relatively high volume user (7% increase.)
In closing, I am requesting your approval to forward to the Council Amended
Ordinance No. 84 -78 as originally proposed to you on August 25, 1988. if you
