HomeMy WebLinkAboutord1988-075INTRODUCED BY: CONSENT PROPOSED BY: eri DATE: 8/4/88 1 2 I 3 ORDINANCE NO. 88 -75 j 41 5� AN ORDINANCE AMENDING WHATCOM COUNTY CODE CHAPTER 5.60.020 REGULATION OF PRIVATELY OWNED 6 BURGLARY OR ROBBERY ALARM SYSTEMS. i 7 WHEREAS, Whatcom County has previously enacted 8 Ordinance No. 82 -33 providing for regulation of privately owned burglary or robbery alarm systems authorizing the 9 Sheriff to provide services for alarm systems; and i ! 10 WHEREAS, the alarm systems which were considered have been provided by the What -Comm Communications Center, 11 otherwise referred to as Dispatch; and, j 121 WHEREAS, privately owned and operated service providers exist ready to provide the same or similar services; and, 13 WHEREAS, the Whatcom Administration Board has decided j 14 to eliminate privately owned alarm systems terminating in Dispatch; and, ! 15 WHEREAS, there are significant costs involved in both j 16 monitoring and equipment maintenance not recouped by the fees charged. 17 !I NOW, THEREFORE, BE IT ORDAINED that Whatcom County Code 18�` Chapter 5.60 shall be amended to read as follows: i 19 i Chapter 5.60 ! 20 REGULATION OF PRIVATELY OWNED BURGLARY 00 I 21 i1 ROBBERY AND FIRE ALARM SYSTEMS. I! 22 i 23 ! �I 5.60.020 Alarm systems permitted- -Fees. Alarm systems may be installed in, or terminate at the communications center in accordance with reasonable written policies established by the center's operation committee and administered by the dispatch supervisor. Those alarms which shall be given priority consideration for installation shall include services for agencies of government. Privately owned alarm systems shall not be installed in or terminate at the Communications Center. Alarm systems serving private residences are not favored, and shall not be installed in the communication center except in accordance with the written policies of the center's operations committee. - Ordinance - 2. 1 C. Each alarm system served by the communications 2 center shall be subject to an annual service and maintenance 3 fee, in addition to any other fee or penalty authorized by 4 this chapter. The fee is payable in advance, on January 1st i 5 of each year, to the Whatcom County Treasurer. New alarm 6 systems installed during the year will be charged at a monthly 71 rate, payable in advance, and prorated to the end of the 8 current year. 9 10 D. The annual amount of the service and maintenance 11 fee shall be set by resolution of the county council.
