HomeMy WebLinkAboutord1988-0741 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 INTRODUCED BY: Consent PREPARED BY: Public Works Department Engineerinq Division DATE INTRODUCED: June 16, 1988 ORDINANCE NO. 88_74 AN ORDINANCE REGARDING THE MATTER OF ESTABLISHING PARKING CONTROL ON KELLOGG ROAD AND CORDATA PARKWAY WHEREAS, the Whatcom County Council is authorized under RCW 46.61.570 to restrict parking on certain County roads; and WHEREAS, "Changes To The Conditions Recommended By The Hearing Examiner to Cordata P.U.D." were approved on June 16, 1986; and WHEREAS, included were "Protective Covenants" which restricts parking on any streets; and WHEREAS, The Trillium Corporation has requested that "No Parking" signs be installed on public streets within Cordata P.U.D. NOW, THEREFORE, BE IT ORDAINED that a No Parking Anytime zone be established on the north side of Kellogg Road between SR 539 west to Cordata Parkway, both sides of Kellogg Road between Cordata Parkway and Asians Road and on Cordata Parkway between Bellingham City Limits north to Horton Road, all in Sections 12 and 1, Township 38 North, Range 2 East, W.M. BE IT FURTHER ORDAINED that the County Engineer is hereby directed to post the appropriate signs, and that the Whatcom County Sheriff and the Washington State Patrol be notified by a copy of this ordinance. Provisions of this ordinance are hereby added to Whatcom County Code Section 10.24. Henken, County Engineer SUBJECT: Parking Control - Kellogg Road and Cordata Parkway We have been advised that inasmuch as Cordata's protective covenants propose to restrict parking on Cordata roads, that our office should prepare the attached ordinance, establishing said parking control. As portions of these roads lie within the City of Bellingham, the matter of on- street parking has been reviewed with Bellingham's Engineering staff. They have advised us that within the City, it is the responsibility of the developer to convince the City Council and staff of the need for parking restrictions. We have reviewed this matter with City staff, particularly in view of the excellent road geometrics and the fact that the non - Parkway roadways are 44 -feet wide and the Parkway sections are 24 -feet wide on each side of the 16 -foot median. In view of this, we strongly recommend against the blanket adoption of no parking regulations on these two roadways. The need for parking restrictions should be reviewed on a 'need' basis and addressed accordingly. At the present time, this need does not exist and is not anticipated to be a need in the near forseeable future. If, however, it is felt that due to aesthetic considerations, parking should be restricted on the easterly entrance to Cordata along the landscaped portion of Kellogg Road that is constructed as a Parkway, we would agree that such a restriction could be justified on that basis. Accordingly, we would recommend that as a maximum, parking be restricted only on the north side of Kellogg Road between SR 539 and Cordata Parkway. As the south side of this roadway lies within the City of Bellingham, it might be well to condition such a parking restriction on Bellingham's also restricting parking on their side -of the Parkway.
