HomeMy WebLinkAboutord1988-042FILE #02 -88 INTRODUCED BY: Consent PROPOSED BY: Planning Commission DATE: may 5, 198 ORDINANCE NO. 88 -42 AN ORDINANCE AMENDING THE 1979 POINT ROBERTS SUBAREA COMPREHENSIVE PLAN MAP FOR ONE PARCEL TOTALING APPROXIMATELY 1.47 ACRES LOCATED ON MARINE DRIVE, NORTH OF LIGHTHOUSE PARK FROM RESIDENTIAL, LOW DENSITY TO RESORT COMMERCIAL. WHERES, the Planning Department received an application from the owner requesting that the Point Roberts Subarea Comprehensive Plan Map be amended from Residential Low Density to Resort Commercial for one parcel totaling approximately 1.47 acres on the west side of Marine Drive, north of Lighthouse Park; that the Point Roberts Comprehensive Plan map be amended to specify the subject location for resort commercial; and WHEREAS, a determination of non - significance was issued on January 19, 1988 by the Deputy SEPA Official; and WHEREAS, pursuant to RCW 36.70.590 and Council directive, legal notices were published on April 6, 1988 in the Westside Record Journal and on April 9, 1900 in the Bellingham Herald; and WHEREAS, the Planning Commission held a public hearing on the propoal on April 19, 1988; and WHEREAS, after due deliberation the Planning Commission accepted the findings and reasons for action as presented by the staff and unanimously moved to recommend to the County Council that the Point Roberts Subarea Comprehensive Plan Map be amended as requested; and WHEREAS, the Council at a public meeting on May 19, 1988 reviewed and approved the Planning Commission's recommendation; NOW, THEREFORE, BE IT ORDAINED THAT: 1. The Point Roberts Subarea Comprehensive Plan Map be amended from Residential Low Density to General Commercial for one parcel on the west side of Marine Drive, north of Lighthouse Park totaling approximately 1.47 acres, legal described as: the south 152.7 feet of Government Lot 2 lying west of county road. 2. The Council further makes the following findings as recommended by the Planning Commission: FINDINGS A. The proposal is consistent with the goals of the Comprehensive Plan. B. It is consistent with the policies of the Plan in that it helps delineate "functional and well- defined commercial and light industrial land use patterns ". 1 FILE #02-88 C. The proposal is compatible with existing and planned surrounding uses. D. There will be no burden upon existing or planned service capabilities: E. The proposal would add to the already existing 4.72 acres of Resort Commercial located immediately to the north of the subject property resulting in more area designated Resort Commercial with a clear southern boundary where the property abuts the Lighthouse Park.
