WHEREAS, the Planning staff has proposed modification to Title 20
regarding public facilities to have consistent language throughout the code and
to allow public facilities in the Neighborhood and Commercial zones and Airport
Operations zone, and
WHEREAS, a hearing was held before the Planning Commission on January 26,
1988 which was duly advertised pursuant to RCW 36.70.590, and
WHEREAS, based on the testimony received at the hearing and subsequent
discussion of the issues, modification to the staff proposal was made to allow
public facilities as outright permitted uses in the Neighborhood Cmm e=ial
zone and to adjust the requirements in the Agricultural zone; and
WHEREAS, the Planning Ccemnission developed findings of fact and reasons
for its actions and made a recommendation to the County Council which is
incorporated in this ordinance; and
WHEREAS, the statutory requirements for SEPA have been satisfied; and
WHEREAS, these amendments are in keeping with the protection of the public
health, safety and welfare;
NOW THEREFORE BE IT RESOLVED THAT:
1. The County Council accepts the Planning Commission's findings and
recommendation.
2. Title 20, the Official Whatcon County Zoning Ordinance, be amended as
follows:
AMEND: All Residexitial zones and the Resort C7®e vial zone
20.20.151, 20.22.151, 20.32.151, 20.34.151, 20.36.151 and 20.64.161
CONDITIONAL USES
Public and community facilities, - including police and fire stations,
libraries, community centers, recreation facilities, and other similar non -

3. Adjudication of invalidity of any of the sections, clauses, or provisions
of this Ordinance shall not affect or impair the validity of the Ordinance as a
whole or any part thereof other than the part so declared to be invalid.
