ORDINANCE NO. 88 -10
AN ORDINANCE AMENDING THE WHATCOM COUNTY
CODE SECTION 2.02.040A, TO ESTABLISH THE
ANNUAL REORGANIZATIONAL MEETING OF
THE WHATCOM COUNTY COUNCIL
WHEREAS, the Whatcom County Code Section 2.02.040A currently
designates the first meeting on or subsequent to the second
Monday in January as the Whatcom County Council's annual
reorganizational meeting; and,
WHEREAS, Council reorganization has been taking place at the
Council's second regularly - scheduled meeting in January; and
WHEREAS, earlier reorganization would allow the Council to
operate in a more timely and efficient manner;
NOW, THEREFORE, BE IT ORDAINED that the Whatcom County Code
Section 2.02.040A is hereby amended to read as follows:

swearing in of newly- elected Council members shall be at a
special meeting on the second Monday of the next January
immediately following the November election, or as soon
thereafter as possible. This special meeting, or the first
Council meeting in January following a non - election year, shall
also be the annual reorganizational meeting, at which time the
Council shall elect, by roll call vote, the Chair, Vice - Chair,
the Executive Pro - Tempore and the members of all standing
committees. Prior to each reorganizational meeting, the Council
Chairperson shall ask Council members to circulate to each other
in writing their requests for committee assignments and other
offices. No Council member shall hold the position of Chair more
than two full consecutive terms. The Chair of the Council shall
act as Executive Pro - Tempore in the absence of the regular
Executive Pro - Tempore who was selected pursuant to the above
procedure. Terms of office shall begin at the conclusion of the
reorganizational meeting.
