5 AMENDMENT TO CHAPTER 3.04 OF
6 THE WHATCOM COUNTY CODE REGARDING
7 CONTINUING APPROPRIATION AUTHORITY
8 WHEREAS, the Financial Management Committee has been working on the
9 restructuring of the County's financial system; and
10 WHEREAS, the Committee has recommended that the continuing
11 appropriation authority remain in effect for an entire fiscal year;
12 and
13 WHEREAS, this recommendation will result in more effective auditing
14 and reporting and will extend further flexibility to the departments
15 in honoring their outstanding incurred obligations;
16 NOW THEREFORE BE IT ORDAINED, Chapter 3.04 of the Whatcom County
17 Code is hereby amended as follows:
18 3.04.010 Continuing appropriation authority-- Auditor -- Executive --
19 Powers and Duties.
20 C. All unexpended continuing appropriation authority carried over
21 from the previous fiscal year shall lapse by March 319t of the year
22 following and the auditor shall remove the ul.n.expended eontinuing
23 apptoprintion authority rermaining. Any eapital out! eta or
24 eentracts financed under the continuing appro- &nA
25 remaining incomplete by that date require supplemental -
26 appropriation authority approved by the eounty couneil for the
27 eutrent fiseal year. the following December 31st. A copy of the
28 executive -- approved continuing appropriations shall be transmitted
29 to the council finance committee at its next regularly scheduled
30 meeting thereafter.
