ORDINANCE NO. 89 -123
AN ORDINANCE TO REVISE
THE 1989 SOLID WASTE BUDGET
WHEREAS, the volume of waste landfilled at the Cedarville
landfill site has exceeded the 1989 projections and therefore the
cost of operating the landfill has exceeded the 1989 budget plan;
and
WHEREAS, the volume of leachate collected and processed has
exceeded the 1989 projections and the cost of treatment is expected
to exceed the 1989 budget plan by year end; and
WHEREAS, Ordinance 89 -48 increased the fee schedule for solid
waste disposal resulting in additional state taxes on the increased
revenue; and
WHEREAS, on March 2, 1989, the Whatcom County Council
authorized the County Executive to enter into a contract for the
closure design of Whatcom County's Cedarville landfill site; and
WHEREAS, the design of aforementioned closure plan was not
anticipated in the 1989 Solid Waste Fund budget;
NOW, THEREFORE, BE IT ORDAINED that the 1989 Solid Waste
Budget is hereby increased as follows:

BE IT FURTHER ORDAINED, Ordinance No. 88 -96 is hereby revised

budget therein to $400,000.
