INTRODUCED BV: Consent PROPOSED BV: PLANNING DATE: 11 -16 -89 89 -116 AN ORDINANCE TO EXTEND THE MORATORIUM ON NEW CONSTRUCTION OR EXPANSION OF GAS STATIONS AT POINT ROBERTS WHEREAS, the proliferation of gas stations at Point Roberts threatens the existing character and quality of life of a geographically unique area; and WHEREAS, continued expansion or construction of gas stations at Point Roberts was seen as potentially compromising the County's ability to effectively plan for the commercial and health, safety and welfare needs of the Point Roberts community; and WHEREAS, by Ordinance 89 -19 passed on March 2, 1989, a moratorium on new construction or expansion of gas stations was imposed until January 1, 1990, or until completion of the Point Roberts comprehensive plan whichever came first; and WHEREAS, due to the complexity of the planning process for Point Roberts and the number of other actions required by the Planning Commission the Point Roberts plan will not be completed in 1989 as anticipated; and WHEREAS, a negative threshold Determination of Nonsignificance has been rendered by the appropriate responsible official; and WHEREAS, the Planning Commission has completed the hearing process for the Point Roberts plan and the Commission's calendar has been cleared of all other actions so the focus can be on Point Roberts with the anticipation of a recommendation to Council prior to the end of the year. NOW THEREFORE BE IT ORDAINED BY THE WHATCOM COUNTY COUNCIL: The moratorium on gas stations at Point Roberts established by Ordinance 89 -19 shall be continued until May 1, 1990, or until the final approval of the revised Point Roberts comprehensive plan, which ever is earlier.
