HomeMy WebLinkAboutord1989-084solidwaste1 2 3 4 5 6 7 8 9 10 11 12 13. 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 INTRODUCED BY: Consent PROPOSED BY: Public Works DATE INTRODUCED: 9 — 7 — 89 ORDINANCE NO. 07 -04 AN ORDINANCE AMENDING WHATCOM COUNTY CODE SECTION 8.12 FOR THE PURPOSE OF REVISING THE FEE SCHEDULE FOR SOLID WASTE DISPOSAL AT WHATCOM COUNTY SOLID WASTE SITES WHEREAS, Whatcom County, under Revised Code of Washington 36.58.010, has acquired certain sites for the use of the public in disposing of solid waste; and WHEREAS, R.C.W. 36.58.020 grants the County authority to establish rules and regulations for such sites; and WHEREAS, Whatcom County Code Section 8.12, as amended by Ordinance No. 89 -4 $ sets forth the fee schedule for solid waste disposal, and WHEREAS, the Whatcom County Council fixed a date of hearing on the matter of amending solid waste disposal fees, and said hearing was duly held on the 15th day of June , 1989, in the Whatcom County Chambers, second floor of the Whatcom County Courthouse, and all persons present being heard and all matters being considered by the Whatcom County Council; NOW, THEREFORE, BE IT ORDAINED that Section 8.12 of the Whatcom County Code is hereby amended as follows: SOLID WASTE DISPOSAL 8.12.010 FEE SCHEDULE The following fee schedule is adopted for disposal of solid waste at all Whatcom County landfill and transfer facility sites. LANDFILL SOLID WASTE COLLECTION HAULERS $95.00 /ton or $32.00 /yd. Compacted $95.00 /ton or $15.00 /yd. Non - compacted TRUCK, PICKUP, OR TRAILER $91.69 /ton or $14.48/yd. Mixed refuse Demolition and Construction $46.26/ton* or $30.89/yd. (Cedarville $9.65/yd.* (Pt. Roberts) Asbestos $48.26/yd. Conversely, a lesser fee may be imposed where refuse type requires minimal attention. Separated Recyclables No charge NO HAZARDOUS WASTE ACCEPTED TRANSFER FACILITY SOLID WASTE COLLECTION HAULERS $36.00 /yd. Compacted $18.00 /yd. Non - compacted TRUCK, PICKUP, OR TRAILER $17.37/yd. Mixed refuse Garbage Cans and Bags $2.41 /each $1.93 /each (Sr. Citizens) Tires (less than 24- inches O.D.) $2.90 /each (24- inches to 36- inches O.D.) $5.79 /each (36- inches to 48 inches O.D.) $9.65 /each (Greater than 48 inches O.D.) $14.48 each Burning Barrels (55 gallon) $4.83 /barrel Appliances or Metal Cubes $9.65/yd. Separated Recyclables No charge NO HAZARDOUS WASTE ACCEPTED NOTE: Said disposal rates, excepting collection hauler rates, will be subject to the 3.6 percent refuse collection tax imposed under Chapter 82, Laws of 1986. BE IT FURTHER ORDAINED that Whatcom County Code Section 8.12.030 "Unlawful Disposal" is hereby amended as follows: ORDINANCE - 2. 8/29/89 Yj 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 ,18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 It shall be unlawful for any person to use any site owned or occupied by Whatcom County for the disposal of car bodies, and dead animals may be disposed of with the prior approval of the Solid Waste Manager, or his or her designee, during the hours the Humane Society facility is closed, and dead farm animals may only be disposed of with the prior approval of the Solid Waste Manager; provided, in his or her opinion, said dead animals are not suitable for a rendering plant and there is no reasonable alternate method of disposal available. BE IT FURTHER ORDAINED that the Administration shall be authorized to charge the increased fees set forth in this ordinance provided a minimum of $15,000 be expended each year for the development and /or implementation of a waste reduction and recycling program. It shall be unlawful for any person to use any site owned or occupied by Whatcom County for the disposal of car bodies, and dead animals may be disposed of with the prior approval of the Solid Waste Manager, or his or her designee, during the hours the Humane Society facility is closed, and dead farm animals may only be disposed of with the prior approval of the Solid Waste Manager; provided, in his or her opinion, said dead animals are not suitable for a rendering plant and there is no reasonable alternate method of disposal available.
