ORDINANCE NO. 07 -04
AN ORDINANCE AMENDING WHATCOM COUNTY
CODE SECTION 8.12 FOR THE PURPOSE OF REVISING
THE FEE SCHEDULE FOR SOLID WASTE DISPOSAL
AT WHATCOM COUNTY SOLID WASTE SITES
WHEREAS, Whatcom County, under Revised Code of Washington 36.58.010, has
acquired certain sites for the use of the public in disposing of solid waste;
and
WHEREAS, R.C.W. 36.58.020 grants the County authority to establish rules
and regulations for such sites; and
WHEREAS, Whatcom County Code Section 8.12, as amended by Ordinance No.
89 -4 $ sets forth the fee schedule for solid waste disposal, and
WHEREAS, the Whatcom County Council fixed a date of hearing on the matter
of amending solid waste disposal fees, and said hearing was duly held on the
15th day of June , 1989, in the Whatcom County Chambers, second floor of the
Whatcom County Courthouse, and all persons present being heard and all matters
being considered by the Whatcom County Council;
NOW, THEREFORE, BE IT ORDAINED that Section 8.12 of the Whatcom County Code
is hereby amended as follows:
SOLID WASTE DISPOSAL
8.12.010 FEE SCHEDULE
The following fee schedule is adopted for disposal of solid waste at all
Whatcom County landfill and transfer facility sites.
LANDFILL
SOLID WASTE COLLECTION HAULERS $95.00 /ton or $32.00 /yd.
Compacted
$95.00 /ton or $15.00 /yd.
Non - compacted
TRUCK, PICKUP, OR TRAILER $91.69 /ton or $14.48/yd.
Mixed refuse
Demolition and Construction $46.26/ton* or $30.89/yd. (Cedarville
$9.65/yd.* (Pt. Roberts)
Asbestos $48.26/yd. (friable)

NOTE: Said disposal rates, excepting collection hauler rates, will be subject to
the 3.6 percent refuse collection tax imposed under Chapter 82, Laws of 1986.
BE IT FURTHER ORDAINED that Whatcom County Code Section 8.12.030 "Unlawful
Disposal" is hereby amended as follows:

It shall be unlawful for any person to use any site owned or
occupied by Whatcom County for the disposal of car bodies, and
dead animals may be disposed of with the prior approval of the
Solid Waste Manager, or his or her designee, during the hours the
Humane Society facility is closed, and dead farm animals may only
be disposed of with the prior approval of the Solid Waste Manager;
provided, in his or her opinion, said dead animals are not suitable
for a rendering plant and there is no reasonable alternate method
of disposal available.
BE IT FURTHER ORDAINED that the Administration shall be authorized to
charge the increased fees set forth in this ordinance provided a minimum of
$15,000 be expended each year for the development and /or implementation of a
waste reduction and recycling program.
It shall be unlawful for any person to use any site owned or
occupied by Whatcom County for the disposal of car bodies, and
