HomeMy WebLinkAboutord1989-0601 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 48 49 50 51 52 53 54 INTRODUCED BY: Consent PROPOSED By: Public Works DATE INTRODUCED: July, 20,19B9 ORDINANCE NO. 89 -60 AN ORDINANCE TO REVISE THE 1989 ROAD FUND BUDGET WHEREAS, construction of several county road projects was delayed until 1989; and WHEREAS, the large 1988 ending fund balance in the county Road Fund was partially due to the delayed 1988 construction; and WHEREAS, the Washington State Transportation Improvement Board will provide funds for a portion of the delayed 1988 construction, and the County Road Fund 1989 beginning fund balance will provide ample funds for the remaining portion; and WHEREAS, the purchase of computer equipment budgeted for 1988 was delayed until 1989 in order to put the equipment out to competitive bid; and WHEREAS, the cost of maintaining the CPT word processing system in the Engineering Division makes it advantageous to replace one of the CPT systems with an IBM personal computer system; and WHEREAS, the hours of operation of the ferry have been expanded to include a 6:30 a.m. run; and WHEREAS, the crew of the Whatcom Chief has been expanded to include a three man crew during peak traffic days; and WHEREAS, on May 4th 1989, the Whatcom County Council passed Ordinance 89 -38, creating Whatcom County Local and Road Improvement District No. 10 for the construction of infrastructure improvements within the Cordata Business Park; and WHEREAS, the aforementioned improvements will be financed with bonds in the estimated amount of $1,130,000; and WHEREAS, Whatcom County Ordinance 80 -60 requires that the Road Improvement District Guaranty fund maintain a balance equal to at least five percent of the outstanding Road Improvement District obligations; and Ordinance - 1 date drafted 7/24/89 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 48 49 50 51 52 53 M WHEREAS, additional appropriation authority is needed to address the aforementioned needs; NOW, THEREFORE, BE IT ORDAINED that the 1989 County Road Fund budget is hereby amended as follows: RESOURCES: 10800 301.00 00 Beginning Fund Balance $560,900 10800 334.03 80 Transportation Improvement Board $ 97,000 $657,900 EXPENDITURES: 10804 595 00 00 Road Construction $570,700 10813 542 81 00 Ferries $ 12,000 10819 594 43 64 Machinery and Equipment $ 18,500 10817 587 45 00 Operating Transfers - RID Guaranty $ 56,700 Total Expenditures $657,900 BE IT FURTHER ORDAINED, Ordinance No. 88.96 is hereby revised by increasing the appropriation authority of the Road Fund budget therein to $657,900.
