We are In the process of making extensive revisions to the Shorelines Management Program. The proposed
revisions were drafted by the Shorelines Administrator in the Division of Buildings and Code Administration
with the assistance of a Coastal Zone Management grant. The Planning Department staff has been working
with the Commission In taking these amendments through the process. Ken Wilcox resigned the Shorelines
Administrator position shortly after the work was completed. However, in the Interests of being able to
understand the nuances of the changes by somebody who has administered the program and drafted the
changes we have had Ken at the public hearings and several of the work sessions. He has volunteered some
of his time and Buildings and Code Administration has paid for an additional 40 hours of his time at
$20 /hour to expedite the process.
There is still a long way to go and it is apparent that we need Ken or at minimum a member of Buildings
and Code Administration such as Jerry Mixon to attend and participate at our work sessions. The Planning
staff, even with extensive preparation, does not have the background to answer all of our questions.
We would like to request a budget amendment to either the Planning Department's or the Division of
Buildings and Code Administration's budget to provide up to an additional 50 hours of Ken's time. This
would be $1000 at $20 /hour. It could be considerably less than that, but we would like to be covered; and
if Council or Ecology decides to hold a hearing Ken's time would be helpful there as well. If this is not
possible we would request that Jerry Mixon be present at all of our work sessions. We anticipate at least
six more sessions most of which would be in the evening throughout the month of May and June. Our
preference would be the budget amendment as we feel this would relieve both the Planning and Buildings
and Code Administration staff and provide the most expeditious assistance to the Commission. We are
averaging about four meetings a month on this issue. We know Council has been concerned about a
quorum in the past and therefore you will understand that this becomes a major commitment for volunteers
with other obligations. Anything that can be done to keep the process moving would be appreciated.

REVISION TO THE 1989
CURRENT EXPENSE FUND, NON -
DEPARTMENTAL APPROPRIATION THEREIN
FOR CLOSE OUT OF NOR -BELL CARE CENTER FUND
WHEREAS, the County is planning to transfer the Nor -Bell Care Center
facility operation to a private operator, effective July 1, 1989;
and
WHEREAS, close out costs include pending settlements, termination
cash -outs for current employees, liability deposits with DSHS and
bookkeeping and accounting services beyond the transfer date; and
WHEREAS, the County must honor these direct close out costs which
can not be financed from the Nor -Bell Care Center Fund;
NOW, THEREFORE BE IT ORDAINED, the 1989 Current Expense Fund, Non -
Departmental budget plan therein is hereby revised as follows:
