5 REVISION TO CHAPTER 2.11 OF
6 THE WHATCOM COUNTY CODE TO
7 EXPAND ROLE OF COMPUTER COMMITTEE
8 AND CLARIFY THE ROLE OF THE INFORMATION CENTER
9 WHEREAS, Chapter 2.11 of the Whatcom County Code establishes the
10 County Information Center, the Computer Steering Committee and the
11 Information Services Fund; and
12
WHEREAS,
during 1989 it is anticipated
that
the Information Center
13
will be
given full responsibility
for
the microfilming and
14
telecommunications
activities; and
15
WHEREAS,
it is critical to the success
of
these efforts that the
16
role of
the Computer Steering Committee
be
expanded to include the
17
same set
of responsibilities the Center
has
been given;
18 NOW, THEREFORE BE IT ORDAINED by the Whatcom County Council, Chapter
19 2.11 of the Whatcom County Code is hereby amended as follows:
20 Section 2.11.010 Established. The information center shall be
21 established as a service bureau under the supervision of the county
22 executive with responsibility for ensuring continued development and
23 implementation of standardized, integrated, automated information
24 and communication systems to support county departmental and agency
25 operations. The center shall be responsible for the review,
26 evaluation and determination of the cost effectiveness of any
27 computer systems, computer micrographic systems,.ipjQV9fjjjP.9V.gthgr
28 pu gip �4�. ptpjrpge. media. ,s.ys.tergp and
29 systems within Whatcom County governmental
30 departments and agencies. The center shall provide ongoing
31 training, consulting and technical support to all county departments
32 in the above- mentioned functional areas.
33 Section 2.11.020 Computer steering committee
34 established. There is established a county computer jpf9pjp0tj9n
35 ;�ppyjvgs steering committee comprised of p, pipjippip, 9f nine members
36 representing various user departments appointed by the county
37 executive. This committee shall develop and update as required, a
38 five -year automation plan and shall make recommendations regarding
39 the information center and automation priorities to the executive.
40 The information center manager shall be chair of the committee.

2 requests for computer - related hardware and software purchases and /or

4 shall be presented to the information center manager for review and
5 approval. All computer - related
6 consulting, training, maintenance and service requests shall be made
7 through the information center manager. The computer jpf9ripgtj9p

9 county's mainframe and /or minicomputer system

12 the executive.
13 Section 2.11.040 Information services fund created. The
14 information services fund shall replace the central services fund
15 as fund number 14600, a special revenue fund. This fund shall be
16 used to finance the acquisition and operation if the county's mini
17 and /or mainframe computers, QQ�i,�i,grgqq�gi}q llen� ,ePpropri,a�tQ and
18 communications systems including but not limited to PBX's or other
19 common telephone equipment, Q.po. jn }cjrpf�jn, egp }ppppj and any other
20 operations of the information center. The fund shall be placed
21 under the county executive's direction and control.
