ORDINANCE NO. 89-17--
ADOPTING A RETENTION PLAN FOR AUDIO TAPE
RECORDINGS OF COUNCIL PROCEEDINGS
WHEREAS, the general records retention schedule approved by the
Washington state Attorney General's Office, the state Auditor's Office and the
state Archivist, and established under the authority of RCW 40.14.070, serves
as a guide for the retention and disposition of county records; and
WHEREAS, the retention schedule notes that audio tape recordings of
Council proceedings can not serve as the permanent record of proceedings, but
may be used to satisfy court requirements for verbatum accounts of the
Council's decision-making processes; and
WHEREAS, the retention schedule recommends that County agencies
officially adopt methods of retaining audio tape recordings; and
WHEREAS, the Council Office has retained all audio recordings dating
back to 1979, and destruction of older tapes would make available much - needed
storage space; and
WHEREAS, RCW 40.14.070 states that official public records shall not be
destroyed unless they are six or more years old; and
WHEREAS, retention of audio tapes for a longer period is unnecessary,
since meeting minutes stand as the official, permanent record of Council
proceedings.
NOW, THEREFORE, BE IT ORDAINED that the Whatcom County Council shall
uniformly retain audio recordings or written transcripts of its proceedings
for the period of six years, in order to satisfy court requirements for
verbatum accounts of the Council's proceedings.
