AN ORDINANCE TO REVISE
5 THE 1989 SOLID WASTE BUDGET
6 WHEREAS, Ordinance No. 88 -87 provided for the issuance and sale of bond
7 anticipation notes in the aggregate principal amount of $4,500,000; and
8 WHEREAS, the bond anticipation notes bear interest at the rate of 6.3%
9 per annum, payable on May 15, 1989 and semiannually thereafter on each May 15
10 and November 15; and
11 WHEREAS, it has been determined that the assistance of legal counsel is
12 necessary to finalize Whatcom County's Comprehensive Solid Waste Management
13. Plan; and
14 WHEREAS, it has been determined that truck scales are necessary at the
15 Cedarville landfill to fulfill DOE requirements and to accurately determine the
16 volume of wastes received at the landfill; and
17 WHEREAS, the Cedarville landfill gas migration study authorized by
18 Executive Order No. 88 -9 will be carried over into 1989; and
19 WHEREAS, additional appropriation authority is needed for the installa
20 tion of monitoring wells at the Cedarville landfill due to unanticipated ground
21 water characteristics and
22 WHEREAS, the bond anticipation notes' proceeds are invested and are
23 accruing interest to the Solid Waste Management Fund's benefit.
24 NOW, THEREFORE, BE IT ORDAINED that the 1989 Solid Waste Budget is
25 hereby increased as follows:
