SUMMARY STATEMENT,•
The County Executive is required by Charter to summit for Council's consideration
proposed tax and revenue ordinances to raise sufficient taxes to balance.the budget.
This ordinance accomplishes that.

ORDINANCE NO. 90 -108
AN ORDINANCE AUTHORIZING THE LEVY OF TAXES
FOR COUNTY AND STATE PURPOSES
IN WHATCOM COUNTY, WASHINGTON,
FOR THE YEAR OF 1991
PURSUANT TO HOME RULE CHARTER SECTION 6.10
WHEREAS, pursuant to Home Rule Charter Section 6.10 the County
Executive is required to submit for Council consideration proposed
tax and revenue ordinances necessary to raise sufficient revenues
to balance the Budget; and,
WHEREAS, at this time this matter coming on regularly for con-
sideration by the Council, and the Levy for the State taxes as
hereinafter made being in accordance with the notice as given by
the State Board of Equalization and the State Auditor in the manner
provided by law; the County taxes having been on estimates filed
in accordance with Home Rule Charter 6.20; the Port of Bellingham
Taxes being in accordance with the Resolution of the Board of Port
Commissioners of the Port of Bellingham; the taxes of the Whatcom
County Fire Protection Districts, Water Districts, and Cemetery
Districts being in accordance with requests by the Commissioners
of the various districts; the School taxes being in accordance with
the estimates as furnished by the Directors of the several school
districts and by the Chairman of Educational Services District
#189; the estimated receipts from the State and County apportion-
ments of each district being taken into consideration and the
levies in the School Districts which exceed the statutory limit
being in accordance with elections ratifying and authorizing said
levies, and the levies for the payment of school bonds and interest
being in accordance with the requests and needs of each District
as expressed by their Boards of Directors; and,
WHEREAS, this Council having considered the needs of the State,
County, Port, Fire Districts, Cemetery Districts, Water Districts,
Hospital Districts, School Districts, Cities and Towns, and Drain-
age and Drainage Improvement Districts:
NOW, THEREFORE, BE IT ORDAINED AND ESTABLISHED by the Whatcom
County Council of Whatcom County, Washington, that there be and
hereby are levied taxes of Whatcom County, Washington, to be
charged on the assessment and tax rolls of said County for the year
1991, for the respective funds hereinafter designated and the

number of dollars hereinafter specified with respect to each of
said funds.
BE IT FURTHER ORDAINED, that the taxes to be levied and charged
against the taxable property in Whatcom County, Washington, to
cover expenditures in 1991 are to be set at their highest possible
level, with any reductions to be the result of a direct request
from the taxing district; this assumed level of assessment being
necessary as the State of Washington is unable to provide the
figures and documentation necessary to the establishing of fixed
levy rates, and at such time as these figures do become available
from the State levies shall be fixed as follows per attached "Ex-
hibit All and incorporated herein by reference.
BE IT FURTHER ORDAINED, that the taxes to be levied against parcels
of property within the Drainage and Drainage Improvement Districts
are to be credited to the individual maintenance funds for the year
1991; and the amounts to be apportioned to the original assessments
for construction in said districts are as follows per "Exhibit B"
attached hereto and incorporated herein by reference.
BE IT FURTHER ORDAINED, that the rate of levy of excise tax upon
sales of real estate is determined as one and thirty -two one -
hundreds percent (.0132 %) of the selling price.
BE IT FURTHER ORDAINED, that if the State Legislature changes any
Laws affecting levies contained herein, and the Prosecuting At-
torney`s Office concurs, the Whatcom County administration can
change such levies accordingly.
