SUBJECT.• Ordinance regarding the matter of placing stop signs on Magrath Road
and Lahti Drive, Magrath and Spring Coulee and Magrath and McLeod Road.

SUMMARY STATEMENT.•
To establish stop signs on Magrath Road and Lahti Drive, Spring Coulee,
and McLeod Road. Council asked that these signs be placed when it passed
resolution 89 -76. Ordinance was prepared by Engineering.

11 All ORDINANCE REGARDING THE MATTER OF
12 PLACING STOP SIGNS ON MAGRATH ROAD AND LAHTI DRIVE

15 WHEREAS, IN COMPLIANCE WITH RCW 46.61.200, the County Council may place
16 traffic control signs on certain county roads; and
17
18 WHEREAS, in compliance with Resolution No. 89 -76, it was resolved to place
19 traffic control signs on certain intersections when construction begins at
20 either end of Magrath Road.

22 NOW, THEREFORE, BE IT ORDAINED that intersectional traffic control be
23 modified at the following locations.

25 1) Install Stop signs northbound and southbound on Magrath Road at
26 Spring Coulee Road, and
27
28 2) Install stop signs northbound and southbound on Magrath Road at Lahti
29 Drive and,

31 3) Install a stop sign westbound on Lahti Drive at Magrath Road, and
32
33 4) Install a stop sign northbound on Magrath Road at McLeod when
34 construction is complete, all within Sections 15 and 22, Township 38
35 North, Range 3 East, W.M.

37 BE IT FURTHER ORDAINED that the County Engineer is hereby directed to post
38 the appropriate signs and that the Whatcom County Sheriff and the Washington
39 State Patrol be notified by a copy of this ordinance.

41 Provisions of this ordinance are hereby added to Whatcom County Code
42 Section 10.16.

SUBJECT: Status Reports on Two Council Requests

You inquired about the status of two requests Don forwarded to me on behalf of the
Council.
1. Update on the Lake Whatcom Connector
This was incorporated in the written, monthly Road Construction Progress Report given
to the Council on July 10. I verbally elaborated on the matter as well. At the
conclusloti of my presentation at the meeting, 1 had understocad froin Don that this
sufficed for the response he wanted.
2. Stop Signs on Magrath Road
This request was transmitted to County Engineer, Ed Henken, on June 11. First, until
receiving this request, Ed was not aware of the Council's motion of September 7, 1989.
He conferred with Randy Watts to clarify whether the Council had legislative authority
to authorize by ordinance stop signs for the purposes of speed control when that is
contrary to the Manual on Uniform Traffic Control Devices.
Upon clarification of that point, the Engineer is now preparing an ordinance authorizing
the stop signs. Unfortunately, due to the heavy summer workload, they missed the
Tuesday agenda deadline. If Council would like to add it for introduction on the agenda
of Tuesday, July 24, I will be happy to get you the paperwork as soon as possible. Just
let me know.
