AN ORDINANCE OF WHATCOM COUNTY, WASHINGTON, AMENDING
ORDINANCE NO. 87 -69, WITH RESPECT TO THE PAYMENT
OF INSTALLMENTS OF ASSESSMENTS IN LOCAL AND ROAD
IMPROVEMENT DISTRICT NO. 9.
WHEREAS, Whatcom County, Washington (the "County ") has
heretofore, by Ordinance No. 87 -69, confirmed the final assess-
ment roll for Local and Road Improvement District No. 9 ( "LRID
No. 9 "); and
WHEREAS, the County has been advised that the State of
Washington, acting through its Community Economic Revitalization
Board, has agreed to accept prepayments of assessments from time
to time without penalty;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNTY COUNCIL OF
WHATCOM COUNTY, WASHINGTON, as follows:
SECTION 1. Section 4 of Ordinance No. 87 -69 which is here-
by amended to read as follows (additions are underscored, and
deletions are stricken through and bracketed):
SECTION 4. The amount of any assessment, or any
portion, thereof, against property in LRID No. 9 not
paid in full within the thirty (30) day period from
the date of the first publication of the County Treas-
urer's notice shall be payable in twenty (20) equal
annual installments, including interest at the rate of

6.8% per annum; provided, however, that the install-
ments in 1987 and 1988, prior to the disbursement in
full of the loans from the State of Washington Depart-
ment of Community Development ( "CERB ") shall be re-
duced as provided in billing notices from CERB to
include interest only on portion of CERB loans actual-
ly disbursed to the County. The first installment
shall become due and payable on October 31, 1987 and
annually thereafter on each October (3 -1—]1, provided,
however, that an assessment on any parcel may be pre-
paid in whole prior to October 1 by payment to the
County Treasurer together with interest accrued
thereon through the date which is 30 days after the
date of prepayment, it beinct the intention of this
Council that installments of assessments within LRID
No. 9 shall bear such interest and penalties as neces-
sary to ensure that the assessment(s) within
LRID No. 9 are fully sufficient to pay and redeem the
CERB loan(s). Annual installments, including interest
and principal, shall be paid in full when due, and no
partial payments shall be accepted by the County
Treasurer.
SECTION 2. Ordinance No. 87 -69, as amended by this
ordinance, is hereby ratified, confirmed and approved.
