Ordinance establishing the Whatcom County- Financial Management Committee

SUMMARY STATEMENT:
The ordinance sets up the structure and outlines the duties and responsibilities with which
the Committee is charged by the Council in pursuit of a streamlined Financial Management
System, a goal previously identified by the Council as one of its priorities for a more
effective county government.
This ordinance together with the supplemental budget ordinance (being introduced at the
same time) enhancing the Executive Office appropriation will provide both direction and
resources for continuing progress in the study and implementation of a better county financial

2 ESTABLISHMENT OF THE WHATCOM COUNTY
3 FINANCIAL MANAGEMENT COMMITTEE
4 WHEREAS, the financial management system affects and is affected by all
5 county departments, and
6 WHEREAS, a means is necessary to coordinate the efforts of all departments
7 responsible for the administration of the financial management system, and,
8 WHEREAS, it is in the best interest of Whatcom County government and the
9 citizens of Whatcom County to promote the cooperation of all officials that are
10 responsible for, and reliant upon the financial management system, and
11 WHEREAS, a coordinated approach is necessary to the successful implemen-
12 tation of integrated financial software, and
13 WHEREAS, the Financial Management Committee was initially created by the
14 County Executive to study the county's financial management system and was later
.15 directed by the County Council to implement the recommendations resulting from the
16 study of the financial management system, and

WHEREAS, a permanent means is necessary to provide for the administration
of the financial management system,
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council
that the Financial Management Committee is hereby recognized as follows:
SECTION 1 - Membership: The Executive, Auditor, Treasurer, and Public
Works Director are considered to have primary responsibility for the financial
information system, therefore, the County Executive, County Auditor, County
Treasurer, and Public Works Director or their delegates are members of the FMC. In
addition, a member shall be appointed by the committee to represent the special
purpose districts that depend upon Whatcom County for accounting services. If a
majority of the committee members determine that the services of other individuals
are necessary to carry out the objectives of the committee, those individuals may .be
invited to join the committee. Committee membership shall not exceed 7 members.
The FMC's financial analyst shall be a non voting member of the committee and shall
not be included in the 7 member limit. Each member is required to have the
knowledge, skills and abilities to effectively administer the financial management
system.

1 SECTION 2 - Organization: The committee shall be organized in the manner
2 deemed by the committee members to be the most effective for the administration of
3 the financial management system. Each member shall have one vote, except as
4 provided above. If the committee is unable to reach agreement, or any member
5 wishes to appeal a decision of the FMC, the issue may be presented to the County
6 Executive for resolution. Matters involving the restructuring of duties and respon-
7 sibilities which can not be resolved by the FMC or by the County Executive may be
8 presented to the County Council for a final decision. In any such presentation, all
9 sides of the issue will be presented to allow the Executive or Council to reach a
10 decision that is responsive to the needs of county government and the citizens of
11 Whatcom County.
12 SECTION 3 - Scope and responsibilities: The Financial Management
13 Committee (FMC) is assigned the following responsibilities:
14 A. The FMC is responsible for making necessary policy recommendations to
15 the County Executive and County Council regarding issues that affect the
16 financial management system. The committee shall report to the Finance
17 Committee not less than once a year.

B.
The (FMC) is recognized as the policy setting group for the financial
19
management system. Working within the policy directives established by
20
the Council, the Executive, and Whatcom County's Home Rule Charter,
21
the FMC is responsible for drafting policies and procedures that are
22
necessary for the administration of the financial management system.

Policies of the FMC shall be formally established by Executive Order
24
before implementation.

C.
The FMC is responsible for coordinating the administration of the
26
financial management system across departmental lines. This shall
27
include, but not be limited to, the budgeting, accounting, and reporting
28
activities of the financial management system.

D.
The FMC, in coordination with the Information Services Department, is
30
responsible for recommending and implementing integrated financial
31
software that is designed to meet the objectives of Whatcom County's
32
financial management system.

E.
The FMC, in coordination with the Information Services Department, is
34
responsible for managing, maintaining, and upgrading financial
35
management system software.

F.
The FMC, in coordination with the Information Services Department, is
37
responsible for providing training and consulting services to all users of
38
financial management system software.

1 SECTION 4 - Grievance Procedure: All financial management system users
2 shall comply with the policies and procedures established by the FMC for the
3 administration of the system. Any system user that disagrees with a policy or
4 procedure, or finds that compliance with the policy or procedure places an undo
5 hardship on his or her department may request a waiver or change in the
6 requirement. Requests must be received by the FMC in writing and will be considered
7 at the next regularly scheduled FMC meeting. If the issue is not settled to the
8 satisfaction of the user department, it may be taken to the County Executive for
9 resolution. In all cases the FMC must act on a request before it can be referred to
10 the Executive.
