The 1994 appropriation levels and authority delineated in Ordinance 93 -082 would be enacted on an emergency,
T)orary basis provided that no new personnel posiitons in the Current Expense Fund will be filled until after
t>;udf, permanent adoption of a budget for 1994 if this ordinance is adopted. There are three exceptions to the
personnel hiring freeze as described in the .ordinance.

4 DECLARING AN EMERGENCY AND ADOPTING INTERIM .
5 FUNDING FOR THE 1994 FISCAL YEAR

7 WHEREAS, the Whatcom County Council adopted a budget for the 1994 fiscal
8 year; and
9
10 WHEREAS, the Whatcom County Executive vetoed the adopted budget
11 (Ordinance 93 -082, on file in the Council Office as AB93- 371B); and
12
13 WHEREAS, the potential exists that Whatcom County would be without a
14 budget or appropriation authority as of January 1, 1994; and
15
"6 NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that
17 the 1994 appropriation levels and authority delineated in Ordinance 93 -082 are hereby
18 enacted on an emergency, temporary basis; provided that no new personnel positions in
19 the Current Expense Fund will be filled until after final, permanent adoption of a budget
20 for 1994, except for the 1.0 FTE position in Administrative Services necessary for the
21 implementation of the J.D. Edwards system, and except for the existing 1.0 FTE in the
22 Treasurer's Office, and the existing 1.0 FTE in the Public Defender's Office; and
23 provided further that no new Current Expense program spending will be allowed until
24 after final, permanent adoption of a budget for 1994; and

30 BE IT FURTHER ORDAINED that adoption of this emergency ordinance is

necessary for the immediate preservation of the public peace, health or safety or support
of the county government and its existing institutions; and
BE IT FURTHER ORDAINED that this emergency ordinance shall take effect
immediately when adopted by a two- thirds vote of the Council and upon approval by the
County Executive, pursuant to Whatcom County Home Rule Charter Section 2.40; and
BE IT FINALLY ORDAINED that this ordinance will remain in effect for sixty
days from its effective date, or until such time as the permanent ordinance is in effect if
the permanent ordinance is adopted prior to the end of that sixty day period.
