T" newly - republished Whatcom County Code includes the Code on computer, allowing staff to search for key
w;,. ds and phrases within the County Code. When the Council last amended the County Code to eliminate or
update references to "county commissioners," this was done based on a manual search by staff for all such
references in the Code. Using the computer program we were able to identify some that we had missed. This
ordinance, and two companion ordinances (filed under AB93 -247B and AB93 -247C) address the remaining
references to "county commissioners" in the Code.
Additionally, this ordinance corrects an inadvertent error included in the last ordinance (093 -048),
restoring the County Executive to membership on the Council of Governments Executive Board.
ORIGINATOR'S RECOMMENDED ACTION:
The Clerk recommends adoption of the ordinance.

ORDINANCE NO. 93 -066
FURTHER AMENDING THE WHATCOM COUNTY CODE TO
ELIMINATE OR UPDATE OUT -OF -DATE REFERENCES
TO "COUNTY COMMISSIONERS"
WHEREAS, the Whatcom County Council recently adopted an ordinance
amending the Whatcom County Code to eliminate out -of -date references to "county
commissioners" and said ordinance is numbered 93 -048, and filed in the Council Office
under AB93 -247; and
WHEREAS, adoption of Ordinance 93 -048 was timely in that those changes were
able to be included in the newly - republished Whatcom County Code; and
WHEREAS, the newly - republished Whatcom County Code is included on a
computer program that allows for ease in searching the Code for specific words or
phrases, and using that capability further references to "county commissioners" were
discovered; and
WHEREAS, after Ordinance 93 -048 was adopted, Council noticed that the
ordinance inadvertently eliminated the County Executive from membership on the
Council of Governments' executive board;
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that

Exhibit A to this ordinance is hereby adopted and the changes indicated therein shall be
made to the Whatcom County Code.

EXHIBIT A TO ORDINANCE 93 -066, AB93 -247A
This is the second batch of amendments to the Whatcom County Code to eliminate out -of-
date references to "county commissioners" (this group was discovered in August 1993). Also
included in this ordinance is an amendment to Chapter 2-30, correcting an inadvertent error
made in Ordinance 93 -048 (filed as AB93 -247):
CHAPTER 2.30 - REGIONAL PLANNING
Note: The change to this section reinstates the County Executive as a member of the
Council of Governments executive board, correcting an error made in Ordinance 93 -048.
2.30.110 Executive board. The internal administration, procedures, practices and
programming of the council, and any other duties and responsibilities as may be
delegated by the council, shall be vested in an executive board. The executive board shall
be composed of the officers of the council; the Whatcom County council members
the mayor and two council representatives of the city of
Bellingham delegation; and shall include at least one representative of the incorporated
cities other than Bellingham; one representative of the Indian tribes; and one
representative of the low- income and minority group agencies. If any of the latter three
categories are represented among the officers of the council, such category shall not be
entitled to any additional representation of the executive board.

1 12.08.020 Amendment No. 1 adopted.
2 Amendment No. 1 to the 1963 standard specifications for road and bridge construction is
3 adopted, as far as practicable, as the standards for road and bridge construction in
4 Whatcom County. The contents of amendment No. 1 shall supersede any conflicting
5 provisions of the 1963 standard specifications adopted by the board of commissioners or
6 Whatcom County. (Ord. 93 -048 (part); prior code 7.16.020).
