In addition, the meetings will still remain open to the public, but will not be required to conform with the Open Meetings Act, RCW 42.30. The substitute ordinance presented to the Council on 5/11 changes the language of this ordinance so that it amends Title 24.01 rather than the originating legislation (Ordinance 91 -040), and stipulates that the Committee is subject to the Open Public Meetings Act, .fly ORIGINATOR'S RECOMMENDED ACTION: See Dan Warner's memo to the Council dated 5/11/93. Advisory Committee AB93 -137 INTRODUCTION DATE: 5 .111/93 ORDINANCE NO. 93 -024 AMENDING LANGUAGE OF ORDINANCE 91 -040, CODIFIED AS TITLE 24.01, REGARDING THE HEALTH DEPARTMENT ADVISORY BOARD WHEREAS, the Health Department Advisory Board was created with the adoption of Ordinance 91 -040 to replace the Health Board Advisory Committee; and WHEREAS, Ordinance 91 -040 was codified into the Whatcom County Code, amending various sections including Title 24.01; and WHEREAS, Board members have determined that the language adopted in 1991 should be amended to allow for more flexibility by the Board, which prefers to conduct its business in a manner that is as informal as possible; NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that Title 24.01 shall be amended as indicated in Exhibit A to this ordinance. The Whatcom County council shall 8 constitute the official county health board, in accordance with RCW 70.05.030. Whe 9 , health board business ffmy be 11 12 24.01.051 Health department advisory board created. A. The county health 13 department advisory board, referred to in this chapter as the "health advisory board," is 14 created and shall serve in an advisory capacity to the health department on all issues 15 related to the county health department and its programs. 16 B. The health advisory board shall consist of nine members who are residents of 17 the county. Eight members shall be appointed by the executive, subject to confirmation 18 by a majority of the county council, and one member shall be appointed by the county �9 council. The term of office for the members appointed by the executive shall be four 20 years, except that four members appointed to the initial board shall serve for two years. 21 The term of office for the member appointed by the county council shall be for one year, 22 from the time of the council's reorganization meeting in January to the next such 23 meeting the following year. The health advisory board shall be broadly representative of 24 the demographic character of the county and consist of persons who are representative of 25 consumers and professionals in the various programs under the health department's 26 jurisdiction, both public and environmental health. 27 C. At its initial meeting, or as soon thereafter as practical, the advisory board 28 shy elect officers, adopt bylaws and such rules and regulations of procedure as are 29 necessary for the conduct of its business. Meetings of the health advisory board shall be 30 subject to the Open Meetings Act, RCW 42.30 et seq. 31
