Ine county council is autnorizea to establisn parking control on certain county Koaas.
The need for this ordinance exists because of the need to establish parking control
during the annual drydocking of the Whatcom Chief. The ord.- finance would provide for
the establishment of such controls during the 1993 dry docking of the Whatcom Chief
which is scheduled for May 8 through 28, 1993, and during the drydocking of the ferry
in subsequent years."

2 ESTABLISHMENT OF PARKING CONTROL ON LUMMI VIEW DRIVE
DURING THE ANNUAL DRYDOCKING OF THE WHATCOM CHIEF

4 WHEREAS, the Whatcom County Council is authorized under RCW 46.61.570
to restrict parking on certain County roads; and

WHEREAS., the County Public Works Department did widen the shoulder
6 along the southerly shoulder of Lummi View Drive to provide temporary parking
space for vehicles during those periods each year when the Lummi Island Ferry is
7 in drydock; and
8 WHEREAS, use of the southerly shoulder of Lummi View Drive for parking
of vehicles, other than for emergency purposes, is undesirable when the Lummi
9 Island ferry remains in operation; and
10 . WHEREAS, passage of this ordinance is necessary for the preservation of
the public peace, health, or safety or support of the County government and its
11 existing institutions . during those times when the ferry is in drydock; and
12 WHEREAS, the restrictions imposed by this ordinance will be in effect
only during the period of the annual drydocking of the ferry;

NOW, THEREFORE, BE IT ORDAINED that a "No Parking without Permit at Any
14 Time, Tow Away Zone" be established on the southerly shoulder of Lummi View Drive,
from 100 feet westerly of Finkbonner Road to Lena Street, Section 3, Township 37
15 North, Range 1 East and Section 34, Township 38 North, Range 1 East. This park-
ing restriction does not apply to those vehicles with.properly displayed permits
16 issued by the Whatcom County Department of Public Works to users of the Lummi
Island Ferry during times that the Lummi Island Ferry is out of service and tem-
17 porary parking is required, except that the no parking provisions within this
Ordinance shall remain in force for any vehicle not displaying the appropriate
18 permit.
