SUBJECT.- Closure of Roosevelt Road east and west of Tyee Drive to all vehicluar traffic except emergency
vehicles; such closure to be simultaneous with the establishment of north and southbound PACE lanes.

'RUMMARY: This ordinance is presented in response to the Council's motion at its March 8 meeting requesting
air Engineer to prepare an ordinance for the closure of Roosevelt Road at Tyee Drive to be effective
concurrently with the installation of north and southbound PACE lanes at Point Roberts.

1 ORDINANCE NO. 94 -023
2 AN ORDINANCE REGARDING THE MATTER OF ORDERING
3 THE CLOSURE OF ROOSEVELT ROAD EAST AND WEST OF ITS
4 INTERSECTION WITH TYEE DRIVE - POINT ROBERTS
5 EFFECTIVE WITH P.A.C.E LANE IMPLEMENTATION
6 WHEREAS, United States Federal Border Agencies are working to implement a Point
7 Auto Crossing Express (PACE) lane into Point Roberts; and the Canadian Federal Border
8 Crossing Agencies are working to implement a similar northbound PACE lane; and
9 WHEREAS, the implementation of the southbound dedicated PACE lane will require
10 the closure of Roosevelt Road west of Tyee Drive in order to be operational; and the
11 northbound PACE dedicated lane will- require the closure of Roosevelt Road east of Tyee
12 Drive in order to be operational; and
13 WHEREAS, the exact dates for implementing the PACE lanes can not be exactly
14 determined sufficiently in-advance to allow an amendment to the Whatcom County Traffic
15 Ordinance; and
16 WHEREAS, the County Council had a hearing on the proposed closure at its
17 April 12 , 1994 meeting and is authorized to close the road according to the
18 provisions of RCW 36.32.120.
19 NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that the
20 County Engineer is directed to close Roosevelt Road east and west of Tyee Drive to all
21 vehicular traffic except emergency vehicles, such closure to be effective only with the
22 establishment of dedicated north and southbound PACE approach lanes.
23 BE IT FURTHER ORDAINED that the County Engineer is hereby directed to install
24 a dedicated PACE lane of approximately 750 feet together with the appropriate signing and
25 that the Whatcom County Sheriff and the Washington State Patrol be notified by a copy of
26 this ordinance.
