ORDINANCE NO. 94 -012
2 ORDERING THE PARTIAL CLOSURE AND TRAFFIC RESTRICTION OF
3 ROOSEVELT ROAD BETWEEN TYEE DRIVE AND A POINT 250 FEET WEST OF
4 TYEE DRIVE IN POINT ROBERTS, WASHINGTON
5 WHEREAS, Whatcom County government has been requested by the Point Roberts
6 Transportation District Citizen Advisory Committee to restrict traffic on Roosevelt Road west
7 of Tyee Drive; and
8 WHEREAS, the restricted traffic lane is requested to facilitate a Sticker System
9 Restriction lane only on Roosevelt Road west of Tyee Drive for eastbound traffic to access
10 Canadian Customs at a more expedient rate, to east the frustration of long waiting times
11 (upwards of one to two hours) incurred at times on .Tyee Drive in crossing the Border into
12 Canada; and
13 WHEREAS, this lane is needed to allow stickered vehicles an opportunity to have
14 easier egress from Point Roberts; and
15 WHEREAS, Whatcom County shall sell the stickers at the Whatcom County
16 Engineering offices at a price of $20 per sticker in person, valid for the remaining portion of
17 1994; and
18 WHEREAS, the Roosevelt Road restricted lane is an interim measure and when the
19 PACE Lane is installed /instituted at Point Roberts, then this restricted lane on Roosevelt
20 Road, west of Tyee Drive, dedicated for Stickered Vehicles only, will become null and void;
21 and
22 WHEREAS, the implementation of this dedicated lane will restrict eastbound traffic
23 on Roosevelt Road west of Tyee Drive to stickered and emergency vehicles; and
24 WHEREAS, the County Council held a hearing on the proposed closure at its
25 march 8 , 1994 meeting and is authorized to close the road according to the
26 provisions of RCW 36.75.050.

1 NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that:

3 The Administration is directed to restrict eastbound traffic on Roosevelt Road between
4 Tyee Drive and a point 250 feet west of Tyee Drive between the hours of 9 :00 a.m, to
5 11:00 p.m. daily to stickered vehicles and emergency vehicles, with the fee charged for
6 purchase of an annual usage sticker as set forth in the Unified Fee Schedule.

8 NOW, THEREFORE, BE IT FURTHER ORDAINED THAT:
9 A violation of this Ordinance shall be a Class 2 infraction, as called for in RCW
10 7.80.120(b) as now stated or hereafter amended, and the procedure for handling a violation
11 shall be in accordance with RCW 7.80 et seq. as now stated or hereafter amended.
