A RESOLUTION IN THE MATTER OF ESTABLISHING
WHATCOTM COUNTY FERRY RATES
BE IT RESOLVED by the Whatcom County Council, that charges
on the Lummi Island Ferry Vessel, as of January 1, 1980, shall
be as follows;

on the overall length of the vehicle.
Overwidth Charges:
Overwidth vehicles and vehicle occupying more than one lane.will
be charged a 50% surcharge of the standard rate. Overwidth .
trailers will be charged a 50% surcharge of the trailer rate.
In addition, the towing vehicle will be charged a 50% surcharge
of the toll for that vehicle.

intact in book to be valid. Vehicle books
may be
used for
only
one vehicle per crossing.
There will be no cash refund of unused book tickets. A prorate
credit of full book value may be obtained toward the purchase
of new books when such are obtained at the Courthouse.

Lummi Tribal members will be allowed free passage as driver/
passengers /pedestrians only, not vehicles; upon presentation
of proof of tribal membership.
.It i.s the intent of this rate schedule to recover approximately
75% of th.e cost of the ferry operation.
The above rates shall be effective January 1, 1980 and will ex-
pire December 31, 1980.
*Juvenile is defined herein as children 12 through 15 years
of age
* *Senior Citizens as used herein; are persons 65 years of age
or older, having a combined annual income of $7,500.00 or less.

To the members of the Whatcom Coonty Council:
With regards to children under 11 years old free- -
I would like to reauest that the words N if accompanied by legal
guardian„ be stricken from the resolution,. There are tinges when
we have the children of relatives and neighbors with us, and we
are not their legal guardians. There are also tines when one
par: ,t stets the child on the ferry and the other picks him up
on the other side. If he is causing no disturbance, he should not
be penalized a $1. If the child does cause a disturbance, a phone
call to the parent should suffice.
With regards to the increase in ferry rates- -
It appears that the county is b =:sing the increased ferry rates
on the increase in the cost of operation. Also, the county is
apparently willing to subsidize the rate of operation at 250.
Therefore, I would like to propose a Lummi Island Ferry Review
Board be established. This board should be made un of island
residents and county administration in proportion 't.&- the rates
of subsidy.
My reasons are; 1. The new county government was promised to be
a grass -roots organization with more representa-
tion for all.
2. The user groUps can over -see the efficient
operation of the ferry on a day -to -day spot
checking basis.
3. It would be difficult for the ferry crew to
demand unreasonable increases in salary and
fringe benefits to their neighbors who not
only know each member's life style but must
„foot the bill„.
It is too easy for a negotiator in Bellingham
to pass the increased demands of the ferry
crew onto a population that can muster at
the most 200 votes in an election.
5. The population which is served by the ferry
personnel should have a voice in the choice
of future appointments.
6. The commercial businesses pass their increased
ferry rates onto t =_se island residents thus
raising our costs of essential services.
With regards to a 50% surcharge on overwide vehicles- -
It is unfair for a vehicle paying for a special trip to get
charged an additional sum when it is the only vehicle on the
ferry. Also at tires when the ferry is relatively empty, I
challenge the greed of the county to penalize such an overwide
vehicle.
