RESOLUTION No. 79 -32
A RESOLUTION AUTHORIZING I-IHATC014 COUNTY
TO INTERVFNF. IN THE TPANSMOUNTAIN PIPE-
LINE SITE CERTIFICATION APPLICATION No.
79 -1.
WHEREAS, Transmountain Pipeline Company, a!- "elaware
Corporation, has made application for site certification for the
Transmountain Low Point Project; and
MIEREAS, the proposed pipeline would transverse the
entire length of Whatcom County north to south and have a sign-
ificant affect on Whatcom Countv's land and water resources; and
WHEREAS, in the interests of h1hatcom County is sinn-
ificently.peculiar to-the county and cannot be adequately repre-
sented by anyone else with similar concern; and
WITERFAS, lFhatcom Countv's ability to protect such
interests may be otherwise impaired crimpeded unless the county
is granted intervenor status in all matters dealing with the
approval or disapproval of the proposal in question.
TNEREPO;`?y, BF IT RESOLVr.D that the County Council
authorizes Whatcom Countv to request intervenor status pursuant
to T4AC 463 -30 -400 in respect to all proceedings before the
Washington State Energy Facility Site Evaluation Council relating
to the application of the Transmountain Oil Pipeline Corporation.

BE IT FURTHER RESOLVED that the Whatcom Count .\,r
Prosecuting Attorney's Office be instructed to prepare papers
concerning such intervention.
